From the Bank of Oujiang River to the hinterland of Bashu, there has never been such a road for the people of the two places to walk so close.
In 2018, in a new round of poverty alleviation cooperation between the East and the west of Zhejiang and Sichuan, Lishui paired with Bazhong and Guangyuan, and a poverty alleviation road spanning thousands of miles was set up between 12 counties (cities and districts) in three cities. With strong political responsibility, deep brotherhood and pragmatic spirit of cooperation, the party committees and governments of the three places have continuously promoted the cooperation in poverty alleviation and regional cooperation between the East and the west, and have made tangible achievements, and jointly composed a splendid chapter of striving forward hand in hand and striving for a well-off society.
Over the past three years, all the six paired counties (districts) in Sichuan Province have been lifted out of poverty ahead of schedule. A total of 290396 poverty-stricken people from 70693 households in 443 villages have been lifted out of poverty, and a decisive victory has been achieved in the fight against poverty.
At present, the fight against poverty is coming to an end, and the cooperation among the three places is still continuing. More than 90 cadres and technical personnel assisting Sichuan are taking the responsibility of "the trunk of Lishui" to draw a perfect end to the fight against poverty, leaving a profound "Lishui mark" for the poverty alleviation cooperation between Zhejiang and Sichuan.
Loyal to the mission and build a poverty alleviation Road
In 2017, the 19th National Congress of the Communist Party of China proposed to resolutely win the battle of poverty alleviation. At that time, there were still more than 290000 people in six counties (cities and districts) in Bazhong, Guangyuan and Lishui, and it took Lishui three years to answer this heavy examination paper.
For three years, Lishui and Bazhong and Guangyuan have been in a blank paper. They are crossing the river by cut paths through mountains and rivers. They take the important discussion of general secretary Xi Jinping's poverty relief efforts as the main task, and practice the "Lishui's work" with the revolutionary spirit of Southwest Zhejiang, and promote the poverty alleviation and cooperation between East and West with strong political commitment.
Across thousands of miles, three places across the river, but out of an unprecedented new road of poverty alleviation.
The party committees and governments of Lishui, Bazhong and Guangyuan attach great importance to this work, and all localities are constantly dilapidated and renovated, so as to ensure the smooth development of various work with new ideas and mechanisms.
In accordance with the requirements of the central government and the eastern and western provinces and municipalities, all localities adjust and print the "task statement of counterpart work in Lishui City" and "notice on the decomposition of main task indicators of poverty alleviation cooperation between the East and the west of Lishui City" every year, promote the poverty alleviation cooperation through signing agreements, issuing task statements and holding work promotion meetings, so as to further clarify the work objectives and strengthen the responsibilities of departments 。 Fully implement the supporting mechanism for poverty alleviation cooperation and counterpart support work between the eastern and Western departments of Lishui counterpart office, further establish and improve the upper and lower linkage mechanism with provincial departments and bureaus (committees) through 20 measures, constantly open up the collaborative cooperation channels with brother cities, municipal departments and counties (cities and districts), and strive to form a two-way linkage situation between the rear and the front headquarters and working groups (teams).
In the past three years, the party and government of the two sides continuously exchanged visits. The main leaders of the party committees and governments of the three places carried out friendly exchange visits for three consecutive years. There were 37 exchanges and visits at the municipal level, 23 high-level joint meetings were held between the two places. More than 140 batches of exchanges and visits were conducted at the county level, which effectively promoted the poverty alleviation cooperation between the East and the West.
At the same time, all channels of funds, projects, talents and social assistance between Lishui and Bazhong and Guangyuan have been opened up, the poverty alleviation achievements have been continuously consolidated, and the road of cooperation has been stable and far-reaching.
A poverty alleviation road is blooming everywhere. Over the past three years, Lishui's East-West cooperation in poverty alleviation has achieved continuous success. In 2018, Lishui's East-West cooperation in poverty alleviation won the first place of "better" in the provincial city assessment (the comprehensive ranking of 11 districts and cities ranked the fifth), and in 2019, it won the "good" grade in the provincial city to city assessment (the comprehensive ranking of 11 districts and cities was the fourth). Tea is one of the four major agricultural industries in Bazhong City. Although the planting foundation is extensive, its quality and benefit have been difficult to meet the needs of the masses. To this end, Lishui combined with its own industrial advantages, based on extensive research, formed the "Bazhong Tea Industry Research Report", and targeted five tea enterprises from Lishui to build planting and processing bases in the local area, fully supporting the transformation and upgrading of the local tea industry. At present, the yellow tea and white tea seedlings presented by Songyang county are growing well in Bazhou District. The "Bazhong Yunding" direct selling shop in the southern Zhejiang tea market has been set up to sell more than 2000 tons of Bazhong tea. Lishui has sent five tea experts to work in Bazhong for technical guidance. The cooperation between the East and the west is leading the development of the whole industry chain of Bazhong tea industry.
In Pingchang County, the "hometown of Zanthoxylum bungeanum", Qingtian has invested 109.8 million yuan in three years to build three platforms for poverty alleviation and poverty alleviation, namely, Qingtian Pingchang poverty alleviation and entrepreneurship Park, Qingtian Pingchang import and Export Commodity City, and e-commerce agricultural product city. In Nanjiang County, Jinyun has sent many Zizania latifolia, Myrica rubra and pancake cooks to train the local people for skills training and industrial support. Now, 18100 mu of characteristic industries such as Zizania latifolia, Myrica rubra, Phyllostachys pubescens and golden silk chrysanthemum have been built in Jinyun County, realizing the output value of more than 15 million yuan, effectively driving more than 34000 households to continuously increase their income, and helping Nanjiang County shake off poverty with high quality The cap injects endless power.
With the help of the project of "double cropping rice and rice per mu" in Zhaoquan area, the rice and shrimp production per mu will be increased, and the yield of rice and shrimp will be increased in Zhaoquan area.
In the process of poverty alleviation and cooperation, traditional industries have achieved "butterfly transformation", and some new business forms have gradually grown in Bashu.
In Tongjiang County, Suichang has successfully integrated the "street driving" mode with the local government, and has successively created more than 10 Online agricultural products such as "Kongshan potato", "Tongjiang Tremella" and "Tiefo Yangjiang", which has accumulated 150 million yuan of online agricultural products and 400 million yuan of offline sales. Liandu district takes consumption poverty alleviation as an important entry point for targeted poverty alleviation, and helps Jiange county to do a good job in "Sichuan production moving eastward". Over the past three years, it has sold more than 26 million yuan of agricultural products in Jiange County, increasing the per capita income of 1000 poor households by 2103.38 yuan. Consumption poverty alleviation has become a strong driving force for poverty alleviation and rural development.
It is understood that in recent years, Lishui has allocated 644.7 million yuan of project support funds to Counterpart Assistance areas, and arranged 239 assistance projects, covering ecological industry, modern agriculture, modern service industry and other fields. The efficient and pragmatic multi-path poverty alleviation model has become a vivid "window" to show high-quality poverty alleviation cooperation in Zhejiang Province.
It can be said that Lishui mode and industrial elements have their own characteristics and are accurate and efficient. They have been deeply implanted into the industrial poverty alleviation system of Bazhong, cultivating a number of industrial projects that can not be taken away by the local people, and providing more ways for poor families to increase their income and become rich, which has truly realized the transformation of poverty alleviation from "blood transfusion" to "both blood transfusion and hematopoiesis".
Rooted in the people and formed a relationship between the two places
Lishui is thousands of miles away from Bazhong and Guangyuan mountains and rivers, but it is similar in ecology, close in humanities, interlinked in spirit and connected in development. Three years ago, due to the needs of work, after receiving a transfer order, 13 party and government cadres in Lishui left their hometown and relatives without hesitation and went to Bashu to start a great and difficult work in a completely unfamiliar environment.

Due to the different living habits, Bashu area likes to eat spicy and oily food, while the diet of Jiangsu and Zhejiang people is relatively light, and many cadres are very uncomfortable after entering Sichuan. In order to integrate into the local area smoothly and not add trouble to the local area, they can only overcome these unfavorable factors and change their living habits. If you don't know how to eat spicy food, you should learn it if you don't know how to use it. Three years of experience, many cadres have bred a "hot stomach" of iron hit, and have trained a fluent "trump".
"Zhejiang cadres are too diligent and friendly, just like our family members." In the local area, Lishui cadres have won the praise of Bazhong and Guangyuan people. In order to bring different ideas and industries to the local area, Lishui cadres often become "mud legs" and "workshop workers". They take root in the fields, factories and workshops, and get together with local people. Many people have been able to master the planting skills and production techniques of local poverty alleviation projects.
In the past three years, 243 professional and technical personnel from Lishui, including teachers, doctors, Zizania latifolia and Shaobing masters from all walks of life, went to Bazhong and Guangyuan to take temporary posts. They took root in foreign countries, combined with the local actual situation, and used their selfless spirit and exquisite skills to promote Lishui's rural revitalization, project construction, economic development and other development concepts, as well as medical treatment and planting 19 leading technologies in terms of nutrition and other aspects have been replicated and extended to the recipient areas to comprehensively stimulate the endogenous poverty alleviation drive of Bazhong.
Sincerity leads to the opening of gold and stone. With the joint efforts of the cadres and the masses in Lishui, Bazhong and Guangyuan, the poverty alleviation work has been launched in an all-round way.
Since pairing, there have been 18 pairs of hospitals at all levels in Lishui City and hospitals at all levels in the aid areas; 21 schools in the city have paired with 24 schools in the aid areas; 121 enterprises in the city have established pairing relations with 214 administrative villages in the aid areas, and 8 social organizations, 11 towns and 17 villages have participated in the pairing assistance.
