Eliminating high-carbon and low-efficiency manufacturing system

In September 2021, the list of improvement progress of high-consumption and low-efficiency enterprises was officially approved. In the same period, the list of manufacturing projects in the development zones (parks) of the city and the list of industrial investment and technological transformation of enterprises above designated size were released in 2021.

As the city’s three lists of high consumption and low efficiency, talents and enterprises recruitment and introduction, and key technology innovation, the government has done monthly notification after the system was released, and has started a good start for the city's green low-carbon demonstration action.

The synthetic leather industry in Lishui Economic and Technological Development Zone was also a typical case of realizing the elimination and renovation of high carbon and low efficiency system in ecological industry. In order to achieve the goal set at the beginning of the year, Lishui Economic development Zone innovated the implementation of three measures which was green transformation, cluster development and digital empowerment to vigorously promote industrial transformation and upgrading.

At the beginning of 2021, Lishui Economic and Development Zone was awarded the only "China Water-based Ecological Synthetic Leather Industrial Base" by China Light Industry Association, and the transformation methods were listed as one of the 18 typical cases in the province in 2021.

Green transformation has become imperative. Lishui Economic development Zone has strived to be a state-level green park, and taken space clearance, energy consumption reduction and standard setting into the reform agenda.

In this year, Changfeng New Material was selected into the fifth batch of green manufacturing list by the Ministry of Industry and Information Technology, and its products became the second batch of national "green design products" following Nais Group Co., LTD. For many years, the company's main products have been home decoration leather and furniture leather, and has been become IKEA global water leather designated supplier in 2009.

The main features of Changfeng New Material’s products was the adoption of ecological design concept in research and development, considered the impact of resource consumption on the environment more than any other and chose waterborne polyurethane, solvent-free, reclaimed polyester as raw materials with no DMF or other solvents. In addition, Lishui Economic development Zone also has implemented cluster development so as to build the country's largest production base and digital empowerment to bring together global industrial chain resources. In the future, Lishui Economic development Zone will take the industrial Internet platform as the traction, build a characteristic future factory digital technology system based on "industrial brain", and form the integration of order receiving, intelligent contract signing, automatic ordering, supply chain resource scheduling, delivery and payment.

Carrying out demonstrations of green manufacturing

In August of this year, Department of Economy and Information Technology of Zhejiang Province, Development and Reform Commission of Zhejiang Province, Ecological Environment Agency of Zhejiang Province issued Notice on Accelerating the Construction of Green and Low-carbon Industrial Parks and Factories, which required to establish one provincial green low-carbon industrial park and five green low-carbon factories, and one municipal green low-carbon industrial park and 20 green low-carbon factories this year in Lishui.

Furthermore, the city would recommend Zhejiang Tianxi Kitchen Electric Co., Ltd. and other three enterprises to apply for the national green factory, and "Autumn, Forest" product of Zhejiang Changfeng New Material Co., LTD. in Lishui Economic development to apply for national green design products and Lishui Economic zone to declare the national green Park.

In terms of green factories, Zhejiang Chenlong Sawing Machine Co., Ltd. is one of the largest sawing machine manufacturers in China, with an annual production capacity of 5000 metal band sawing machines. In recent years, companies have invested heavily in the creation of green factories: Actively promoted the application of new energy, building photovoltaic power generation system on the roof of the factory to full use of solar energy and reduce the use of non-renewable energy; In the production process of the product, the use of shot peening treatment to strengthen the treatment process instead of the original use of phosphating and grinding rust removal process to eliminate the phosphating liquid, dust pollution to the environment; Adopted three-dimensional digital design, , through the optimization of the overall structure and the use of simulation software for mechanical analysis, achieves to maximize the use of raw materials to reduce material waste.

Zhejiang Huawei Door Industry Co., Ltd. also achieved green manufacturing. The enterprise established green low-carbon factories in the six parts of infrastructure, management system, energy and resource investment, products, environmental emissions and performance, successfully used intelligent automatic production lines, to reduce energy consumption and improve labor production efficiency; Established online monitoring system of energy management to realize online monitoring on key equipment energy consumption and established energy management assessment system; Regularly entrusted third-party institutions to prepare carbon emission verification reports and carbon footprint reports to provide a theoretical basis for green process transformation.

In addition to the above pilot demonstrations, the city also actively encouraged comprehensive utilization of resources, enterprises were encouraged to use three leftovers, small fuelwood, sawdust to process biomass pressing blocks, biomass fuel particles, use waste slag to process blocks, cement, bricks, and use three leftovers to generate electricity or heat.

Under the high productivity of ecological industry, Lishui's new system of energy and resource recycling and reuse has been reshaped.

Launching the full application of "carbon efficiency code"

In November 21, Lishui Operation Guidelines of Carbon Efficiency Finance Business on Banking and insurance Industry (Trial) (hereinafter referred to as the Guidelines) issued. A new term was created.

"Carbon efficiency code" refers to the Zhejiang Provincial Bureau of Statistics, Department of Economy and Information Technology of Zhejiang Province combine data by Statistics, Electricity and other departments with the data of electricity, gas, coal and oil generated during the production and operation of industrial enterprises (their main business income is more than 20 million yuan), according to carbon conversion factors to realize measuring and monitoring of enterprises’ carbon emissions data, At the same time, the carbon efficiency labeling of enterprises will be automatically generated to form differentiated carbon efficiency grades.

According to the carbon efficiency grade evaluation list of industrial enterprises, Lishui Area of Zhejiang Comprehensive financial service platform has formed a label of "financial carbon efficiency code". Carbon efficiency grades 1 and 2 were financial carbon efficiency green code, carbon efficiency grade 3 was financial carbon efficiency yellow code, and carbon efficiency grades 4 and 5 were financial carbon efficiency red code.

In the future, the city's financial institutions will appropriately increase the credit line for financial carbon efficiency green code enterprises and lenders; For financial carbon red code enterprises, financing guarantees such as technical transformation loans will be provided if they meet safety and environmental protection requirements and have orders and benefits. Insurance products such as environmental pollution liability insurance will be vigorously promoted to support green and low-carbon transformation of enterprises.

The carbon efficiency finance business mentioned in the Guidelines refers to incorporating carbon emissions into differentiated green credit and green insurance policies based on the "carbon efficiency code" evaluation results of Industrial enterprises in Lishui.

At present, the credit and insurance business transacted by banking financial institutions and insurance financial institutions to eligible market subjects referred to as "Zhe-Li carbon efficiency loan" and "Zhe-Li carbon efficiency protection", will be comprehensively promoted and tried out in the whole city since the date of issuance of the Guidelines.

A "green and low-carbon revolution" of high-quality development in ecological industry is gradually emerging in Lishui.
