Among them, Suichang and Longquan counties successfully passed the first batch of provincial large garden demonstration counties acceptance and successful naming and the number of selected accounted was about a quarter of the province, ranking the first in the province.

Since the Ninth Plenary Session of the 14th CPC Provincial Committee, the city has earnestly implemented the provincial Party Committee's major deployment of high-quality development and construction of common prosperity demonstration area, closely centering on the requirements of creation, established "accelerating the leapfrog development" as a strategic choice of "comprehensively promoting common prosperity", and resolutely undertaken the mission of striving to create a model of common prosperity and beautiful social mountainous area.

In 2021, after the Tenth Plenary (Expand) Session of the 4th CPC Municipal Committee, the work of common prosperity would be comprehensively deepened. The city has established a work system for common prosperity, set up a high-level leading group and improved various mechanisms, focused on eight actions proposed in The Action Plan of Lishui for Accelerating Leapfrog High-quality Development and Building Common Prosperity Demonstration Zone (2021-2025), including the implementation of ecological promotion to enrich and benefit the people, innovation leading industrial revitalization, and regional coordinated development. Eight indicator modules have been set, and four lists of key tasks, breakthrough points, major reform demands, and typical cases has been compiled and printed, involving 174 key tasks, 66 breakthrough points, 50 major reforms, and 13 typical cases which further clarified the timetable, task book and operational map. Focusing on the major projects, Lishui has also planed to implement 269 large-scale projects with a total investment of 828.746 billion yuan. From January to November 2021, the city introduced 459 projects through "Double Recruitment and Double Introduction" which increased 97.8%.

To promote common prosperity is a long-term and arduous task of the times, and more importantly, is a comprehensive and complex systematic project. As an area to speed up development, the city will take solving the three major gap issues of regional gap, urban-rural gap and income gap as its focus and main content, pay equal attention to "make the cake bigger" and "divide the cake well", improve systems and mechanisms, establish pilot programs for promoting common prosperity, focus on the work of "one core task, two pilot projects, three reformations, and four areas", accelerate the implementation of action plan of common prosperity demonstration zone, and strive to walk out the road of common prosperity with Lishui characteristics.

Lishui was entrusted with the glorious mission of constructing the most beautiful core area of “Poetry and Painting in Zhejiang" Large Garden by the Provincial Party Committee and Government. Since 2018, Lishui has made great efforts to build a national benchmark of "Lucid waters and lush mountains are priceless" and a fresh example of "Poetry and Painting in Zhejiang". The construction of the core area of Large Garden has achieved many results.

In addition to the realization of the provincial large garden demonstration county to create "full coverage", the city’s 40 projects was selected into the provincial large garden major projects, which ranked the first in the province; In 2022, the provincial large garden demonstration fund was 22.5 million yuan, accounting for one third of the total funds arranged in the province, ranking first in the province; The capital of construction of the Oujiang Landscape Poetry Road Cultural Belt was 98.02 million yuan, ranking first in the province. Nine cases were selected into the second batch of typical cases of provincial large garden construction, accounting for 40% of the province, and the number was the first in the province, successfully covering all counties with typical cases. The city has also successfully created the first batch of dazzling pearls in the provincial large garden. In 2020, 18 projects in the city were selected as the dazzling pearl cultivation object of the provincial large garden, the number of which was the first in the province. In 2021, Songyin River (including Liandu Ancient Weir) successfully named the first batch of the provincial large garden dazzling pearl, as the only cultural water vein dazzling pearl in the province. The city has built a "beautiful carrier" for the construction of large gardens in an all-round way. It has created 208 garden villages in the first batch, 41 beautiful rivers and lakes at the provincial level, 3 "Beautiful demonstration parks" at the provincial level, and implemented the construction of beautiful forest facies of 3.856 million mu. Major projects were the important support and main starting point for the construction of large gardens. From 2018 to 2021, 533 key construction projects of large gardens were implemented in Lishui, with an investment of 157.4 billion yuan.

It was worth mentioning that the city was the first in China to build a garden neighborhood center integrating government affairs, service and business, plan and layout of 8 street level garden neighborhood centers in Lishui North District and 15 counties (cities, districts). At present, the municipal level of three garden neighborhood center pilot projects in Jinhui, Chengdong, Liancheng have been fully started construction. Lishui has also taken the lead in implementing the project in the province. Through the Three-year Action Plan, the city has planned to plant 40,000 mu of flowers and build 2 million mu of beautiful forest landscape. Meanwhile, 105 standards for large gardens have been compiled and published to promote the best ecological environment to stride over to the most beautiful gardens and enhance the sense of gain and happiness of the masses.
