Recently, the reporter learned from the Municipal Bureau of Agriculture and Rural Areas that after two years of creation, the city successfully completed the task of establishing a national pilot project of CAQS-GAP as the national first.

In order to further innovatively practice the concept of “Lush Mountain and Lucid water is priceless”, build the High-quality Agricultural Demonstration Area, innovate methods to realize the value of ecological products, promote agricultural efficiency and increase farmers' income, Lishui was confirmed as the first pilot project in China in November 2019 upon the application of the municipal government.

In the past two years, the city has systematically planned and comprehensively promoted the construction of "Whole-process Control Pilot City" in accordance with the general requirements of the Agricultural Security Center and provided Lishui Plan for country reform.

In the concrete practice, under the guidance of "Six Focus", Lishui started the pilot work with high quality.

Focused on industrial development. Lishui brought the industrial development of famous, special and excellent new agricultural products into the planning system, screened out the superior agricultural products based on the excellent ecological environment and characteristic industries in Lishui, recommended and declared the product list to the Provincial Excellent Agricultural Center, and actively cultivated relevant subjects.

Focused on precise control. The city continued to deepen the three-year action of "Standards-matching EU and Control Fertilizer and Pesticides", and launched four batches of banned and restricted pesticides, a total of 152 kinds. Compared with 2017, the use of fertilizers and pesticides decreased by 11.3% and 17.68% respectively, and the waste packaging of pesticides achieved efficient recovery and disposal.

Focused on standard system construction. Lishui established a standard system of 58 different categories, including a provincial local standard. There have been 295 certification subjects of "Lishui Mountain Cultivation" product standard in the province.

Focused on digital service. Lishui built a scene application platform of "Garden Cloud · Online Supervision of Pesticides and Fertilizers" covering 3 trigger scenarios, 6 special maps, 4 information databases and 2 types of collaborative processes, providing "wings" with information for the "pilot city of whole-process control".

Focused on major subject cultivation. Lishui introduced and cultivated 11 provincial-level agricultural leading enterprises, 5 national-level agricultural leading enterprises, and 190 college students' entrepreneurial models. Over 1,300 socialized and specialized service organizations, specialized demonstration of farmers' cooperatives, and family farms were improved or upgraded.

Focused on brand leading. Lishui researched and created "Lishui Mountain Cultivating" 5 fist products, 20 core products, 50 core bases. There have been 17 geographical indications registered and protected for agricultural products in the city, 174 green foods within the validity period, and the proportion of green and high-quality agricultural products in the city has reached 60%.

According to statistics, in the past two years, 32 national famous, special and excellent new product catalogs have been logged, 65 major subjects have been declared to join the CAQS-GAP, 39 major subjects have been successfully passed the GAP certification.
