In recent years, Lishui has paid much attention to science and technology innovation work, unswervingly placed innovation at the core of the overall development, and regarded innovation as one of the three "golden keys" to promote the leap-forward high-quality green development of Lishui. The city's innovation ecology has been constantly optimized, innovation elements have been constantly gathered, innovation platforms have been constantly improved, and the leading role of scientific and technological innovation has been gradually highlighted.

Among them, the construction of industrial innovation service complex is the key to improve the technological innovation ability of our city.　Since 2017, Lishui has actively planned the layout, and all counties (cities, districts) have fully coordinated and started the construction of industrial innovation service complex. Up to now, there were 9 provincial-level industrial innovation service complexes and 7 municipal-level industrial innovation service complexes in the city, striving for 290 million yuan of construction funds for provincial-level industrial innovation service complexes. These complexes covered industrial cluster output value 76.44 billion yuan, involving 4791 enterprises, gathered 391 enterprises above designated size and 201 national high-tech enterprises, involved a batch of innovation service organizations and institutes, colleges and universities, spent more than 1.27 billion yuan on R&D, serviced enterprises more than 12000 times.

Under the background of the general downturn of the machine tool industry in China, Jinyun was driven by the industrial innovation service complex. In 2020, output value of Jinyun Sawing machine and characteristic machinery and equipment industrial cluster reached 14.4 billion yuan, industrial added value reached 3.42 billion yuan, accounting for 13.2% of the county's GDP. Jinyun effectively formed a cluster effect to drive a group of enterprises, among which Chenlong, Sinaida, Julihuang and other closely related head enterprises had a comprehensive growth of more than 40%.

With the help of the Innovative service complex of Longquan auto air conditioning industry, the auto air conditioning parts industry of Longquan has also achieved a quantum leap and qualitative improvement, becoming the first pillar industry with the fastest development, largest scale and best potential in Longquan industry. The industrial output value has increased by double digits every year, and the industry has been the largest and most complete auto air conditioning parts manufacturing base in China, and the only auto air conditioning parts manufacturing base awarded by China Automobile Association.

Lishui does a good job in the construction of complex facilities and creates enclaves for talents, science and innovation. In recent years, Lishui has actively integrated into the integrated development of the Yangtze River Delta by using the two "golden keys" of innovation leading and using the advance of sea resources. By speeding up the speed of constructing in different places, Lishui has strengthened the efforts of attracting talents to realize the "joint construction of platforms, common prosperity of industries and talent sharing" and to further build a talent and scientific innovation enclave integrating the functions of R&D creation, industrial technological innovation, technological achievement transformation, investment attraction and regional economic cooperation, and to foster a leap-forward and high-quality development growth point in mountainous areas.

At present, Lishui has built 7 "talent science and innovation enclave" such as Hangzhou-Lishui Digital Building and Shanghai-Zhangjiang-Lishui Innovation Center, and attracted 108 incubation projects. Among the first batch of enterprises to enter Hangzhou-Lishui Digital Building in Lishui, 50 high-level R&D talents from well-known universities such as Tsinghua University and Zhejiang University have been attracted by the mode of "flexible talent introduction". In two years, Shanghai Zhangjiang Enclave has introduced 124 doctors and 164 masters.

The Report on the Work of the Government this year pointed out that we needed to build innovation into the "no. 1 development engine", focus on the industrial chain to do a good job in talents science and technology, promote the integration of “industry-science-technology-talents-policy-service”, and strengthen innovation to lead the development of regional growth pole.
