Lishui Digital Reform: Focusing on " Urgent Difficulties and Anxieties " to Improve People's Livelihood

Through the medical insurance system innovation, the "big scene" of "two first" of "common prosperity first and modernization first" has been served and guaranteed. Recently, the "Zhe-Li Insurance" comprehensive scenario was applied to the Provincial Digital Reform Promotion Meeting for on-site demonstration and report, transmitting the "people's livelihood temperature" of the reform. "Zhe-Li Insurance", which is positioned to solve the problem of people returning to poverty due to illness, is expected to become a major landmark achievement that can be replicated, promoted and influential in the whole country.

The people's "urgent difficulties and anxieties" have been the starting point and end result of the reform, and also the inevitable answer to the realization of "two first". Lishui focused on major needs, promoted major reforms to create major applications. The city systematically and intensively promoted digital reform, and created 362 online featured applications at the "two ends" of Zheli Office and Zhezheng Pin. With the help of many useful and practical applications, digital reform has become the "key move" to improve service efficiency. Many visible and personal changes have taken place in Lishui.

Where the needs of the masses are most urgent, digital scene applications would be developed. Since this year, six applications including "Protect Forest and Common Prosperity", "Ju Cai Gong Fu (talent map)" and "Jin Qing Bang" have been shortlisted in the provincial list of "one place innovation and sharing to whole province"; 10 applications, including "Zhe-Li Insurance", "Garden Code - One Code for Lishui "," Saving Old Houses "and" Silver Age Guard ", were rated as the best application of provincial system; 19 applications, such as "Fertilizer and Drug Dual Control" and "Epidemic Prevention Public Situation Map", were praised and affirmed at the Provincial Digital Reform Promotion Meeting; 30 applications including "Tired?”, "Digital Intelligence Overseas Chinese Affairs", "Zhejiang Agriculture Assistance (Happiness List)" participated in the provincial system roadshow; "Epidemic Prevention Grid", "Lishui Road Safety", "Dragon Sword Chain" and other series of applications have been fully recognized by provincial leaders.

A simple scan could do, could easier do, could save costs to do things, to achieve convenient services. As a practical livelihood project in Lishui in 2021, the Garden Code "One Code to Lishui" application is a personal QR code with a unique ID issued by Lishui to the residents of the city in the digital era. It could provide the code holder with personal data query, certificate reduction, convenience, efficiency and extensive livelihood services. The code holder could handle affairs, travel and play with "one code".

At present, adhering to the concept of "all fields, communities and high efficiency", the "One Code to Lishui" scenario of garden code has integrated 9 categories of information, including registered residence, provident fund, real estate, vehicles, identity, marriage, social security, medical insurance and Lishui Green Valley Credit, as well as 88 items of data, such as resident ID card, household register, motor vehicle driver's license, marriage registration certificate, real property right certificate, social security card and housing provident fund payment certificate.

"If there is a problem, find 'I Lishui'" "’I Lishui 'makes you fall in love with Lishui"... For the "difficult and complicated" scenarios such as overlapping responsibilities and unclear boundaries in urban and rural governance in the city, the "I Lishui" scenario application was divided according to the scenario, and the platform automatically transfered responsibilities to each responsible department, creating a "pipeline" of responsibility transfer, and thoroughly opening the business chain of cross department collaborative processing. Up to now, 10,830 events have been triggered, 10,379 have been completed on time, with a completion rate of 95.84%; Among them, 2,767 were disclosed by the masses, accounting for 25.55%. The hot and difficult issues of the masses were effectively responded.

Digital reform made people benefit from it. Focused on the medical needs of people in remote mountainous areas, the city launched the application of "Intelligent Mobile Hospital" scenario on the basis of the completion of equipment configuration upgrade and information transformation of 46 mobile medical vehicles in the city's "mobile hospitals". After the promotion of digital reform, through the construction of intelligent mobile medical system for itinerant diagnosis and treatment, government management monitoring platform, mass service port, data analysis system and other modules, remote consultation online booking, online access to health records, online sharing of inspection and testing, medical insurance payment in car settlement and other functions were realized, which promoted the sinking of high-quality medical resources, improved the medical and health service capacity in mountain areas, and was widely praised by the mountain people.

Kept close to the needs of the masses, and reform would never stop. Lishui has innovated and created a series of public participation reform mechanisms, such as digital reform experiencers, "I Lishui" award disclosure, etc., organized more than 3000 experiencers to experience the "key issues" of reform in a normal way, opened online and offline feedback ports, summarized and analyzed the people's personal experience, improved the sense of gain and identity of all sectors of society, and realized that everyone was a "grid member" of reform.

It was worth mentioning that the city also closely focused on the work requirements of "striving to create several 'famous swords and sharp weapons'", highlighted the effectiveness of good use and actual combat, took the lead in carrying out innovative application "Looking Back" and application roadshows in the province, removed or suspended the construction of applications with low comprehensive ranking and no obvious rectification effect, and promoted the realization of "both appearance and spirit" of scene applications. Up to now, 64 online scene applications have been selected for evaluation to carry out "Looking Back", more than 6,700 opinions and suggestions from the masses have been collected, and the satisfaction rate of the masses application evaluation has reached 98.9%.

The relevant person in charge of the Reform Office of the Municipal Party Committee said that, the next step they would continue to start from the "needs", focused on the high frequency needs of the masses, the common needs of enterprises and the practical needs of grassroots governance, and through the penetration of applications and systems to promote the major decisions of the higher authorities to be consistently deployed at the grassroots level, to fully release the digital dividend to the grassroots level, so that people could fully feel the sense of gain, happiness and security brought by the digital reform.
