Yesterday, the Municipal Government Information Office of Lishui city held the second news conference in a series commemorating the 20th anniversary of the “88 Strategies” in Lishui, introducing the relevant developments in nurturing five major leading industries under the theme of “Innovation Leadership”.
The ecological industrial sector has seen a simultaneous increase in quantity and quality, marking a significant leap into a new phase of high-quality development. Over the past two decades, Lishui has been diligently implementing the “88 Strategies”, following a path of new industrialization, and resolutely maintaining its focus on becoming a “strong industrial city”. In recent years, in particular, Lishui has strengthened top-level design, transforming industries from being fragmented into forming clusters. Additionally, it has vigorously implemented the strategic leading project of “Dual Promotion and Dual Attraction”, promoting the platform’s “second entrepreneurial phase”. By establishing a comprehensive approach that integrates “industry, technology, talent, policy, and service”, Lishui has created a system with five major leading industry clusters guiding the way. This system comprises one worth over a hundred billion, three worth over fifty billion, and fifteen county-level, one hundred-billion-yuan industrial clusters, serving as the backbone of our industrial development.
Lishui has firmly seized the significant strategic opportunity in the development of the national integrated circuit industry, nurturing the specialty semiconductor industry has been a crucial lever in changing the industrial structure and fostering robust momentum. Through the implementation of a collaborative mechanism involving “chain leaders, institute heads, university presidents, and enterprise CEOs”, as well as reforms in value-added service systems, Lishui has successfully attracted a cumulative total of 33 semiconductor projects in just four years, with a total investment exceeding 60 billion RMB. This effort has given birth to a distinctive semiconductor industry platform, covering thousands of acres and worth tens of billions of RMB, representing the forefront of Chinese semiconductor materials. Currently, Lishui’s specialty semiconductor industry has essentially formed an interconnected cluster and has garnered recognition through accolades such as the top prize at the national groundbreaking technology innovation competition, comprehensive application of key national product technology, and being named a “spearhead” project in Zhejiang Province. This has made Lishui a vivid example of "innovation thriving in mountainous regions" and the shared prosperity that innovation can bring to these areas.
Innovation is the foremost driving force for development. In recent years, as part of creating a new development pattern in the province, Lishui has focused on elevating the innovation capabilities of its central city and has strategically established the Zhejiang Southwest Science and Innovation Center, characterized by a commitment to “green priority, highlighted emphasis, and open innovation”. Over the past five years, the city has achieved a “historical breakthrough” in 23 areas, including national-level incubators, provincial-level high-tech zones, provincial-level new research and development institutions, and provincial-level leading technology enterprises. The successful measure has led to a twofold increase in nurturing innovation-driven enterprises, high-tech technology, and industrialization, as well as a significant increase in technology transactions, which fully ignited the spirit of “Lishui self-confidence”, affirming that “innovation thrives in mountainous areas” and that accelerated development hinges on fostering innovation.
Moreover, Lishui has maintained a closed-loop basic logic of “industry driving technology, technology attracting talent, and talent supporting industry” while focusing on creating an innovative ecosystem, sourcing innovation from innovative platforms, converting scientific achievements, and attracting technological talent. It has innovatively implemented actions to enhance the capabilities of skilled talents and has concentrated on empowering the high-quality development of the five major leading industries. As of now, Lishui has successfully enlisted 7 individuals in the National High-Level Talent Special Support Program, 6 individuals in the Provincial High-Level Talent Special Support Program, and formed 3 provincial leading innovation and entrepreneurship teams. These achievements mark significant breakthroughs in talent attraction and cultivation efforts. Throughout the city, three national-level enterprise incubators, seven physical research institutions, and thirteen talent-driven innovation hubs have been established. Moreover, there are 71 provincial-level enterprise research institutes and 256 provincial-level high-tech enterprise research and development centers. Through the integration and iteration of talent and technology policies, Lishui has also introduced the most competitive "38 New Policies for Talent and Technology." Additionally, the city has formulated 12 supporting policies and 73 detailed operational regulations.
