Lishui Achieves a Year-on-Year GDP Growth of 7.7% in the First Three Quarters

Recently, reporters learned from the Lishui City Development and Reform Commission that in the first three quarters of this year, the entire city of Lishui has vigorously implemented the “88 Strategy” to promote innovation, deepen reforms, overcome challenges, and enhance openness. The “Double Five, Double Ten, Double Hundred, Double Thousand” initiative has been the central theme, running through three “Number One Projects” and “Ten Major Projects”. The city’s GDP has grown by 7.7% year-on-year, ranking third in the province, with a quarterly increase and overall displaying a positive trend of “steady progress, structural optimization, and enhanced expectations”.

Analyzing the development trend, Lishui’s GDP in the third quarter grew by 7.9% for the quarter and 7.7% for the first three quarters, showing a 0.1 percentage point improvement from the first half of the year. In terms of provincial rankings, the city’s GDP growth rate ranked third in the province for the first three quarters, rising by one position from the first half of the year, marking the best performance since 2020. In terms of the development pace of counties (cities, districts) and Lishui Economic Development Zone, the GDP growth rate of four areas was higher than the city’s average. Among them, Songyang County grew by 9.4%, Lishui Economic Development Zone grew by 9.3%, and Jinyun grew by 8.2%, all ranking in the top three in the city.

Considering the perspective of industrial sectors, Lishui has witnessed a harmonious growth across its primary, secondary, and tertiary industries in the first three quarters. The agricultural sector has maintained overall stability, with a 4.4% increase in the total agricultural output value, surpassing the provincial average by 0.2 percentage points and ranking fifth in the province. The industrial sector has shown a gradual recovery with a 6.8% increase in the value added of large-scale industries, ranking sixth in the province. The service industry has provided robust support, recording an 8.9% increase in value added, contributing to a 5.1 percentage point boost in GDP growth, and securing the top position in the provincial rankings. This marks the fourth consecutive quarter in which Lishui has consistently ranked among the Top three provinces.

Lishui's socio-economic development continues to accelerate while optimizing its structure. In the first nine months, the city's overall investment has surged by 16.5%, marking a 5.5 percentage point increase from the first half of the year (11.0%). This achievement secures Lishui's position as the third-ranked province and maintains a remarkable record of double-digit growth for 33 consecutive months. The total retail sales of social consumer goods have shown a robust growth of 8.4%, surpassing the provincial average by 1.7 percentage points (6.7%), positioning Lishui as the second-ranked province and marking a four-place improvement compared to the first half of the year. Wholesale, retail, accommodation, and catering industries have all maintained rapid growth, with growth rates of 26.3%, 14.5%, 22.2%, and 20.6%, respectively, securing Lishui’s positions as the first, second, fourth, and fifth-ranked provinces in each category.

New industries and emerging business models are thriving in Lishui. Lishui’s core industries in the digital economy, manufacturing, strategic emerging industries, equipment manufacturing, and high-tech industries have recorded growth rates of 29.3%, 14.9%, 13.3%, and 9.3%, respectively. The semiconductor industry’s entire value chain has surged by 41.5%, with the characteristic semiconductor industry chain in the development zone achieving an 87.6% growth in value added for large-scale industries. The addition of “Four Listed” enterprises reached 219, marking a 24.4% increase and ranking Lishui fourth in the province. There were 44 new large-scale industrial projects, along with 45,281 new market entities, marking a 7.8% increase, including 8,532 new enterprises, representing a 10.2% growth.

Lishui has experienced significant growth in fiscal revenue and farmers’ income. General public budget revenue increased by 15.1%, surpassing the provincial average by 7.2 percentage points (7.9%), securing Lishui’s second-place rank in the province. This growth is largely attributed to a 16.7% increase in tax revenue. Meanwhile, farmers’ income has grown by 7.8%, ranking third in the province, and income for low-income farmers increased by 14.4%, ranking first in the province.

In addition, Lishui continues to advance the strategic leading project of “Dual Promotion and Dual Retention”, achieving notable results from January to September. During this period, the city successfully attracted 174 projects worth one billion RMB or more, surpassing the annual target by 116%. The total investment amounted to 67.3 billion RMB, reflecting a growth rate of 31.9%. Of these projects, 150 were significant manufacturing projects, constituting 86% of the total, and 29 were manufacturing projects with investments exceeding 10 billion RMB.
