Recently, the office of the special class for the “Number One Development Project” for improving the quality of digital economic innovation in Zhejiang Province released the list of outstanding cases for the year 2023. Four outstanding cases from Lishui City were selected, covering areas such as “Industry Brain Plus Future Factory” empowerment, innovation leadership in digital consumption, and the construction of the digital economy system in the context of digital reform.

Throughout this year, Lishui City has steadfastly pursued a path of elevating standards, enhancing integration, and embarking on innovation. By “elevating”, the city is committed to raising its overall level and quality. Through the concept of “integration”, the emphasis lies on merging and consolidating efforts for increased efficiency. As for the pursuit of the “new”, it signifies a proactive approach towards innovation and the exploration of novel avenues. Additionally, the city has implemented six major actions, focusing on the construction of a modern industrial system with digital economy at its core, thus exerting full efforts to propel the development of the digital economy in Lishui City.

The four outstanding cases are as follows: “Closely Embracing 'Digital Empowerment’ and Vigorously Building the New Hub of Digital Economic Innovation and Development in Southwest Zhejiang” in Liandu District, “Ecological Synthesis Leather Industry Brain Promoting the Leap from ‘Platform Empowerment’ to ‘Ecological Construction’” in the Development Zone, “Rural Revitalization E-commerce Pioneer, Building a New Business System, and Creating a New Engine for Urban-Rural Prosperity” in Suichang county, and “Benefiting Enterprises with ‘Longcaitong’, Achieving Integrated Services and Comprehensive Supervision” in Longquan city.

This year, Lishui City has issued the “Implementation Plan for the ‘Number One Development Project’ for the Innovation and Improvement of the Digital Economy”,it also established a dedicated team for the implementation of the “Number One Development Project” for the innovation and improvement of the digital economy. Focused on the construction of high-energy-level industrial platforms, Lishui is gathering efforts to create the “113X” digital economic industrial system, vigorously cultivating clusters of digital economic industries. Through innovative and strategic investment promotion, new terms and mechanisms for investment attraction have been formulated to attract high-quality digital enterprises and introduce major projects. Lishui is strategically positioning itself in the semiconductor industry, accelerating the development of emerging industry clusters such as cloud computing, blockchain, autonomous driving, and the metaverse. Simultaneously, the comprehensive launch and implementation of a three-year action plan for the intelligent transformation and digitization of large-scale enterprises are driving small and medium-sized enterprises to adopt smart and lightweight transformations. This initiative aims to create a batch of digital transformation examples in segmented industries, promoting large-scale replication and dissemination, and vigorously advancing the construction of industrial Internet platforms, expediting the development of industry-specific digital brains.

The selection of the four outstanding cases in this round has effectively propelled Lishui City into vibrant practical endeavors for the high-quality development of the digital economy. The promotion of the “Industry Brain Plus Future Factory” has driven the transformative upgrade of leading industries, using digitization to boost economic takeoff. Lishui is striving to create a model region for the leapfrog development of the digital economy, contributing to the overall high-quality development of the city.
