Recently, after 14 months of continuous efforts, under the impetus of ongoing initiatives, Lishui City successfully underwent the on-site evaluation for the title of “China Ecological Gourmet Capital”. Ten distinctive Lishui delicacies, including Jinyun sesame cake and Qingtian field fish, were recognized as “China Ecological Gourmet Landmark Protected Products”. This designation will further enhance the efficient transformation of ecological product values, driving the highly integrated development of the primary, secondary, and tertiary industries.
The food industry is at the forefront of ensuring the safety of our taste buds while also shouldering the responsibility of promoting rural revitalization and shared prosperity. Throughout this year, the market supervision authorities in Lishui have deeply cultivated the “Party leadership plus project promotion” construction initiative. The primary theme revolves around “building a service-oriented government, advancing shared prosperity, and enhancing governance efficiency”. They have delved into exploring new models for the shared prosperity of the food industry, actively creating the landmark achievement of “Zhe Li Food Safety”, and using the development of the food industry to stimulate new vitality for rural revitalization.
Food workshops embody the vibrancy of people’s lives but are also the focal and challenging points of food safety supervision. The market supervision authorities insist on prioritizing the standardized construction of food workshops, which are large in scale, widely distributed, and challenging to regulate. The reform initiative of “promoting the high-quality development of food workshops to contribute to shared prosperity” has been incorporated into the annual focus of food safety supervision. The development of small workshops is leveraged to catalyze the growth of major industries.
Last year, Lishui took the lead in piloting the digitized supervision of food workshops in the province. All food workshops in the city achieved 100% access to the “Zhe Shi Lian” platform. Leveraging the provincial government's livelihood project "Sunshine Food Workshops in 26 Mountainous Counties and Rural Areas”, a total of 310 “Sunshine Workshops” have been established. This initiative has formed several distinct shared prosperity segments, including “a group of vividly characteristic shared prosperity sectors”, “a group of brightly promotable shared prosperity nameplates”, “a group of rich and flavorful shared prosperity industries”, “a group of beautifully shared prosperity mechanisms” and “a group of lively shared prosperity exemplars”. These achievements represent the phased outcomes of the “Five Groups of One” food workshop “excellent units”. Additionally, 53 food workshops have cultivated their own registered trademarks or group trademarks. Sixty exemplary models with recognizable “5S” on-site management have been established throughout the city, contributing to an annual industry output value exceeding one billion yuan. This has driven collective income growth in villages by over 2.1 million yuan. The initiative has successfully been selected as the third batch of pilot zones for the province's high-quality development and construction of demonstration areas for shared prosperity.
Simultaneously, focusing on the development “bottleneck” of county-specific industries, the market supervision authorities have targeted problem-solving and industry service as their goals. They ensure that in each of the nine counties (cities, districts), specific challenges are systematically addressed to promote local industry development.
Efforts have been made to vigorously promote the revision of relevant regulations by the State Administration for Market Regulation. The successful issuance of the first national production license for imported ready-to-eat fermented ham products has completely resolved the long-standing issue prohibiting the slicing and sale of hamon products in the Hamon industry. It is anticipated that the annual sales revenue will increase from 200 million yuan to 500 million yuan. The identification and improvement of risks associated with Huangke (a type of traditional rice cake) have been completed, and a new formula for Huangke has been successfully developed. This breakthrough addresses the problem of Huangke, a traditional Lishui delicacy, being unable to enter the market due to excessive aluminum content in the processing material “cao mu hui” (ashes of plants). On October 30th, the first Huangke food production license in the province was successfully issued in Qingyuan County, boosting the expected annual output value of Huangke in the city from 100 million yuan to 4 billion yuan.
Furthermore, by using “creating characteristic food villages” as a starting point, the market supervision department has formed support groups that are stationed in villages and conduct comprehensive services, successfully establishing the first batch of 10 gourmet villages, including Jinyun Guan Dian. Since the establishment of the Jinyun Guan Dian gourmet village, it has attracted millions of visitors, and its revenue has increased by 63% year-on-year. There are active efforts to promote the upgrading of the city's overall food safety level, advance the creation of “gourmet districts” and “gourmet enterprises”. Currently, five “gourmet districts” have been launched, including the Xiushan Gourmet Street in the Lishui Economic Development Zone and the Qingtian Western Cuisine Master Gourmet Street, effectively establishing the city’s culinary brand.
