Recently, the Municipal Government issued the Three Year Action Plan for the Development of the Traditional Chinese Medicine Great Health Industry in Lishui (2023-2025) (hereinafter referred to as the "Plan"), aiming to accelerate the development of the traditional Chinese medicine great health industry in Lishui and help the construction of the common prosperity pioneer demonstration area in the revolutionary base areas of southwest Zhejiang, according to the deployment requirements of Zhejiang Province to create a national demonstration area for the reform of traditional Chinese medicine.

The "Plan" is guided by the spirit of the 20th National Congress of the Communist Party of China, deeply practicing the concept of "Lucid water and lush mountain are priceless", based on the unique ecological environment, biological resources, and industrial foundation of Lishui City, adhering to industrial development and market-oriented orientation, driven by the inheritance and innovation of the traditional Chinese medicine health industry, taking the realization of ecological product value as the path, and taking the traditional Chinese medicine manufacturing industry as the core, focusing on cultivating and expanding enterprises and attracting industry chain enterprises, cities and counties are linked to promote the third industries with the second industries leading the first industry, promote the integrated development of the whole chain of the first, second and third industries, and strive to create "a new highland of modern Chinese medicine and health industry in Zhejiang", "a destination of traditional Chinese medicine and health care in the Yangtze River Delta", and "a scientific innovation highland of plant extraction in China", providing important support for the creation of common prosperity pilot demonstration area in old revolutionary base areas.

The "Plan" determines that by 2025, the standardized planting area of traditional Chinese medicine in Lishui will reach over 300,000 acres, and the business revenue of the traditional Chinese medicine health industry will exceed 10 billion yuan, cultivating 20 enterprises with a total revenue of over 100 million yuan. Among them, there are two enterprises with over 1 billion yuan, and five major industrial parks have been preliminarily formed, achieving four major improvements in industrial scale, development quality, innovation ability, and regional influence. By 2030, the standardized planting area of traditional Chinese medicine in our city will reach over 400,000 acres, and the business revenue of the traditional Chinese medicine health industry will reach 30 billion yuan, cultivating 40 enterprises with a total revenue of over 100 million yuan. Among them, there are 5 enterprises with over 1 billion yuan and 1 enterprise with 10 billion yuan.

The plan also points out that among the five leading industries in the city's health and pharmaceutical industry, our city will focus on the traditional Chinese medicine health industry, highlighting six major areas such as the cultivation of characteristic medicinal herbs, plant extract products, health food, traditional Chinese medicine preparations, beauty products, and traditional Chinese medicine health tourism. In addition, our city will also implement four cultivation actions for characteristic medicinal herb planting bases, five industrial park construction actions, five cultivation actions for famous Chinese medicine health products, five demonstration enterprise cultivation actions, and five support actions.

It is reported that the Consumer Products Industry Department of the Ministry of Industry and Information Technology has highly praised the "Plan" and proposed two things to support the development of the traditional Chinese medicine health industry in Lishui: first, to support the expansion of the national market for traditional Chinese medicine in Lishui, summarize and promote the model of "company+base+farmer" in Lishui, integrate planting and processing, and promote the model of Lishui from the perspective of opening up the national market. In the traditional Chinese medicine sector of the 14th Five Year Plan of the National Medical Industry, regarding it as an important case. The second is to lead traditional Chinese medicine leading enterprises to cooperate with Lishui, study policies to promote upstream and downstream cooperation in the leading enterprise industry, guide domestic leading pharmaceutical enterprises to cooperate with Lishui's unique advantages in Ganoderma lucidum other varieties, and create a scientific and technological highland for plant extraction. A national industry conference will be held in Lishui in due course.
