Urban employment has increased by 31,300 people, providing “one-on-one” precise employment assistance to those facing employment difficulties, assisting 4,600 unemployed individuals in finding new employment opportunities.

Twenty-one municipal-level Child Health Management Centers focusing on medical, preventive, and care services have been established. In the myriad affairs of life,livelihood of the people is the cornerstone of happiness and the foundation of social harmony.Over the past year, Lishui city has adhered to the development ideology centered around the people, consistently regarding the realization, safeguarding, and advancement of the fundamental interests of the broadest populace as the starting point and foothold of all work. We have focused on addressing the pressing concerns of the masses, earnestly carrying out practical livelihood projects with care and dedication, continuously strengthening the foundation of livelihood, alleviating livelihood difficulties, enhancing the well-being of the people, and submitting a substantial and heartwarming report on livelihood achievements, which buttresses the “steady happiness” of the people with tangible results and practical effects.

Heal the sick, support the elderly, enhance the essence of happiness

“My home is very close to the health center,so I don't need to go to the city for any headache or fever, I can come here for treatment at any time.” Entering the Zhixi Village Health Center in Chuanliao Town, Qingtian county, the room is spacious and bright, equipped with a wide range of medical facilities and medicines. Additionally, there is even a health integrated machine. Villager Wu Xiaomei, who is receiving treatment, speaks highly of it.

Ensuring everyone’s health and happiness is both the call of the times and the expectation of the people. Over the past year, Lishui city has taken measures such as improving the comprehensive health service system for all citizens, deepening the coordinated development and management of the “three medicals” (medical insurance, medical care, and medicine), and vigorously promoting digital reforms to create a new chapter in the modernization of rural health care in mountainous areas nationwide. In 2023, Lishui city established “Smart Mobile Hospitals” with 50 mobile clinics, providing medical services to over 700,000 people in 648 remote mountain villages. The “Zhe-Li Insurance” reimbursed 243 million yuan, benefiting 990,000 patients with major illnesses, effectively alleviating the burden of high medical expenses on the masses. We continued to iterate applications such as “Rescue in Lishui”,“Zhe-Li Rural Good Doctors” and “Smart Mobile Hospitals”. Among them, the application of “Zhe-Li Rural Good Doctors” provided daily health monitoring for 6,718 villagers from 44 villages, with 29,641 person-times, and conducted 1,330 remote consultations.

As essential as “medical treatment for the ill”, ensuring “adequate care for the elderly” is also a critical indicator of the populace’s well-being.In 2023, based on the reality of mountainous areas, Lishui city actively established a batch of characteristic elderly care service brands such as “Mobile Assistance Vehicles for Mountainous Elderly Care” and “Mountainous Elderly Care Butlers”. We innovatively launched the “Ten Assistance”service, providing embedded point services, mobile patrol services, and door-to-door service inquiries for elderly people in mountainous areas. We revised the Lishui City Management Measures for the Distribution of Subsidies for the Elderly, providing monthly subsidies and one-time rewards to all Lishui residents aged 80 and above, increasing the subsidy standard from 50 yuan per person per month to 60 yuan. We formulated guidelines for the construction of the Elderly Care Butler Team in mountain areas of Lishui city and the Guidelines for the Establishment of Health and Elderly Care Consortiums in Townships (Streets) of Lishui City, and issued the Guidelines for the Operation Evaluation and Subsidy Work of Elderly Care Service Centers in Villages (Communities) of Lishui City, further improving the policy system of home-based elderly care services in mountainous areas.

Furthermore, Lishui city has established higher standards in the field of elderly medical services, enhancing the provision of quality medical resources for the elderly, and established geriatric medical departments in all secondary and above comprehensive medical institutions in the city. Eighty-nine percent of medical institutions have been accredited as elderly-friendly medical facilities, ensuring that the elderly feel cared for both emotionally and physically.

Achieve balanced in education, assure employment, build a strong foundation of happiness

Education concerns every household, affects the personal interests of the masses, making it a significant project for improving people’s livelihoods.

Over the past year, Lishui city has made solid progress in promoting the universal and equitable development of preschool education and the high-quality balance of compulsory education. Innovative measures have been implemented, such as the registration-based public kindergarten model. The proportion of children enrolled in provincial-level kindergartens has reached 77.8%, with 69.1% in public kindergartens, representing increases of 4.1 and 16.4 percentage points respectively compared to 2022. Lishui city also strictly enforced the policy of “citizens joint admission” and regulated the enrollment behavior of primary and secondary schools. Efforts have been made to promote the construction of urban-rural education communities and 77 cross-regional education communities. Longquan City and Songyang County have been selected as provincial pilot sites for the comprehensive education community (grouping) model in the compulsory education stage.

At the same time, Lishui city has vigorously promoted the policy of Empowerment of County-Level Schools, implementing tailored strategies for each school. Nine county-level secondary schools have been paired with high-quality high schools in the province for one-on-one assistance. The Developmental Evaluation Plan for High Schools in Lishui City has been revised and implemented, to promote the classification of general high schools and deep innovative talent training. In addition, efforts have been made to promote the construction of alliances for classified school-running among general high schools. The regional education competitiveness of Lishui city continues to strengthen, with the overall enrollment rate for college entrance examination reaching the provincial average, and the enrollment rate in high-level universities reaching a new high.

Employment is the foundation of people’s livelihoods. Over the past year, Lishui city has actively carried out a series of public employment service activities such as Employment Assistance Month. Through activities such as the “Employment Mobile Van” bringing job opportunities to rural areas, 159 job fairs have been held, 83,300 job positions have been announced, and 31,300 new jobs have been created in urban areas. Assistance has been provided to 25,600 people from key groups, and 4,600 people facing employment difficulties have been assisted in finding jobs. In addition, efforts have been made to implement relevant policies such as employment subsidies, with nearly 10,000 SMS messages sent directly to key groups regarding social security subsidies for employment difficulties, and accurately disbursed employment subsidies over 80 million yuan.

Facilitate travel, elevate living environments, increase the happiness index

Public infrastructure directly impacts both the economic development of cities and the quality of life of residents, serving as a reflection of citizens’ sense of well-being.In 2023, significant projects such as the Zhenan Tianlu-Jingwen Expressway and the Qu-Li Railway progressed smoothly. Standardized management was implemented at 100 intersections of national and provincial roads and major highways throughout the city. Measures such as lane widening and the installation of intersection warning and lighting facilities significantly improved traffic efficiency and safety. Additionally, 59 rural bus routes underwent a transformation to provide more convenient public transportation services to over 300 villages and more than 300,000 residents, greatly satisfying the public transportation needs of rural communities.

Smooth road network, connecting the “road of concerning people’s livelihood”. Over the past year, each “people's road” has been laid into the hearts of the people.

In 2023, Lishui city consistently placed high importance on improving people’s livelihoods, actively addressing issues of public concerns about the hot spots, difficulties and blocked issues, and coordinating the implementation of a multitude of livelihood projects, including the renovation of old neighborhoods. We accelerated the establishment of “15-minute public service circles”, aimed at enhancing the living environment in both urban and rural areas, effectively improving the production and living conditions of the masses, and enhancing the quality of urban life. Specifically, we established 16 24-hour urban libraries, accommodating a total of 173,600 readers; upgraded 101 public space seating areas, installing 1,139 seats; optimized and completed renovations for 15 old neighborhoods, and commenced renovations for 26 more...Each livelihood project and initiative has translated into tangible happiness that the people can see and feel.
