Recently, the General Office of the Zhejiang Provincial Committee of the Communist Party of China and the General Office of the People’s Government of Zhejiang Province jointly released the results of the performance evaluation of the implementation of the rural revitalization strategy in the province in 2023. Lishui City, Liandu District, and Longquan City were awarded the “Shennong Tripod·Bronze Tripod”, while Lishui City, Liandu District, Longquan City, Qingtian County, and Jinyun County were rated as excellent in the evaluation.

It is reported that the “Shennong Tripod” is the highest honor in the field of rural revitalization in Zhejiang Province, awarded to municipalities under provincial jurisdiction and the top 20 counties (cities, districts) in the performance evaluation of the implementation of the rural revitalization strategy in the province. Since its first awarding in 2023, Lishui City has won this honor for two consecutive years.

Since 2023, Lishui City has vigorously implemented the strategy of “three transformations”, which focuses on quality upgrading, organizational development, and digital empowerment, steadily enhancing the comprehensive agricultural production capacity, accelerating the construction of livable and business-friendly beautiful rural areas, promoting farmers’ income growth through multiple channels, and striving to create a new model of modern agricultural and rural development in mountainous areas.

In the past year, Lishui City has comprehensively implemented its responsibility for food security, ensured the stable supply and price of the “vegetable basket”, and accelerated the revitalization and enhancement of seed industry to ensure stable production and supply capacity. By establishing the “long chain system” of the agricultural whole industry chain, implementing the “dual strengthening” action in agriculture, deepening the construction of agglomeration platforms, and comprehensively promoting the reform of “separation of fertilizer and pesticide management”, it has helped to propel the development of quality agriculture to a new level.

Meanwhile, Lishui City continuously enhances the quality of the living environment, systematically advanced the village construction, continuously iterated rural governance capabilities, and led the accelerated construction of beautiful villages. It deeply implemented actions such as “Crossing Three to Increase Farmers’ Income”, “Three Synchronizations of Enriching Early and Late Farmers”, and “Upgrading Village Collective Economy”, promoting breakthroughs in strengthening villages and enriching people. Furthermore, explorations of a series of reforms such as “Separation of Rights, Management, and Benefits” for rural residential land and agricultural standard land have promoted digital empowerment to help achieve new progress in integrated rural reforms. The reform of “one-stop administrative service” has been deepened, and the application of “Agricultural Safety Credit + Finance” has been promoted, thus optimizing the rural business environment.

In 2023, the per capita disposable income of farmers in the city increased by 8.2% year-on-year, achieving the province’s “Fifteen Consecutive Championships” in growth rate; the income of low-income farmers increased by 14.4% year-on-year, achieving the province’s “Eight Consecutive Championships” in growth rate; the total income and operating income of village collective economy increased by 19.1% and 32.57% respectively, achieving the province’s “Double Firsts” in growth rate, with all four income indicators achieving the best historical results. Lishui’s approach of deepening the “Thousand and Ten Thousand Project” to promote massive changes in mountainous villages was commended by the Secretary of the Provincial Party Committee, Yi Lianhong, and it also was publicized for promotion by the Ministry of Agriculture and Rural Affairs and the Rural Revitalization Bureau.

“The year 2024 is a key year for the 14th Five-Year Plan, and also a crucial year for Lishui city to accelerate agricultural and rural modernization and promote rural revitalization in an all-round way.” The relevant person in charge of the Municipal Agriculture and Rural Bureau stated that Lishui City will closely focus on the three major target orientations of quality agricultural demonstration zones, garden rural areas, and models of common prosperity in old revolutionary areas, continue to deepen the strategy of “three transformations”, vigorously develop high-quality new agriculture, steadily construct beautiful new rural areas, and accelerate the cultivation of new rural entrepreneurs to strive for more iconic achievements in Lishui’s rural areas.
