The last piece of the puzzle for Lishui’s integrated transportation is about to be completed. In recent days, at the construction site of Lishui Airport, staff members have been carrying out preparatory work such as calibration flights, industry acceptance, trial flights, and commissioning. According to the person in charge on site, Lishui Airport has passed the pre-acceptance inspection, and the project has entered the final sprint stage. Some supporting buildings in the terminal area have been handed over for use, and the runway in the flight area has been fully connected. The timing is ripe for Lishui to “take off”.

Compete in learning, strive for economic growth, seize projects, and promote development. Over the past year or so, the city has been deeply engaged in the “Strive For Hard Work and Take The Lead” efficiency construction activities. It has clearly established an orientation that encourages hard work and innovation to create new businesses, and judges heroes by their achievements. This has created a strong atmosphere of competition and striving for excellence. The city is united and determined to push for new achievements in leapfrog and high-quality development.

In the first three quarters of 2024, the industrial and manufacturing investments of Lishui City increased by 24.9% and 15.6% respectively, with 99 new enterprises being put into production and reaching the standard, both ranking first in the province. The city’s gross domestic product (GDP) grew by 6.5%, ranking second in the province. The value added of large-scale industries increased by 9.1%, which is 1.3 percentage points higher than the provincial average and 3.3 percentage points higher than the national average. Fixed asset investment increased by 10.3%, the total retail sales of consumer goods increased by 7%, and the export total increased by 23.9%, ranking second, second, and first in the province respectively.

“Strive For Hard Work” is the fundamental work requirement that the city committee has always advocated in order to accelerate leapfrog and high-quality development and to promote the exploration and practice of Chinese-style modernization in Lishui. It is about having the courage to turn the impossible into the possible, making extreme efforts, and truly achieving that every task spoken of is carried out and every task carried out is accomplished.

“Mountains can also be innovative!” The semiconductor industry in Lishui Economic and Technological Development Zone started from “zero”, and has cumulatively attracted and landed 41 projects with a total investment of more than 70 billion yuan. It has successfully been selected into the fourth batch of Zhejiang Province’s “Ten Thousand Mu And Ten Billion Yuan” new industry platform cultivation list, linking Lishui’s “core” to the world. Relying on innovation, Jinyun pancakes are now served with coffee and have become cultural and creative products, with the value of the raw material, pickled vegetables, doubling; Yunhe snow pears, riding the wave of cultural tourism, have become the “delicacy” and “fruit of wealth” in villagers’ pockets... At present, represented by Lishui Economic and Technological Development Zone, Lishui has already built a unique “5+5” modern ecological economic system. This includes five major ecological industrial leading industries characterized by innovation drive, namely the full chain of semiconductors, precision manufacturing, health medicine, fashion industry, and digital economy, as well as five major pillar industries for enriching the people and strengthening the city, rooted in the endowment of ecological and cultural resources, namely quality agriculture, cultural industry, tourism industry, forestry industry, and water economy.

“Mountains can also provide quality services!” Since last year, Lishui has taken the reform of integrated basic public services as the key breakthrough point, delivering public services to the doorsteps of the people, and gradually solving the problems of schooling, medical treatment, and elderly care for residents in remote rural areas, thus giving the people more sense of happiness and gain. 51 “intelligent mobile hospitals” patrol and provide medical services to 648 administrative villages without medical institutions, serving 1.24 million people; mountain “home door” elderly meal assistance points have cumulatively provided meal assistance services 4.1627 million times, and the integrated “Passenger, Cargo, And Mail” lines in urban and rural areas can serve mountain residents 30 million times a year. With these achievements, Lishui’s case of “The Integrated Reform Of Mountain Public Services Across The Mountains” has become one of the 30 typical cases of urban domain reform in the country.

If others do one, I will do ten; if others do ten, I will do a hundred. It is with this spirit of “Strive For Hard Work” and the courage to create something out of nothing that Lishui keeps pace with the times and shoulders the three major strategic tasks assigned by the provincial committee, namely “building a new growth pole in the province’s new development pattern, creating a national revolutionary old area common prosperity pilot demonstration zone, and constructing the most beautiful core area of the poetic and picturesque Zhejiang big garden”. Lishui has embarked on a path of development that is led by science and technology, conserves resources, and is friendly to the environment. The quality of the ecological environment, the development process index, and the increase in farmers’ income have all ranked first in the province for many years.

“Take The Lead” emphasizes that the requirement of “Strive For Hard Work” should be fully reflected in the actions of taking responsibility and striving to be the first, promoting the further invigoration of the spirit, full exertion of energy, and competition for excellence among the vast number of cadres in the city, to create outstanding development achievements.

To this end, Lishui has established and improved the “3+X” display and competition mechanism, holding regular meetings every quarter for exchanges on competition and striving for excellence. The “3” refers to three regular actions: regular display, quarterly exchange, and good and bad evaluation case notification. The “X” is to appropriately increase the content of display and competition and the themes of exchange according to the needs of each quarter's work.

The content of “Regular Display” includes the key indicators of high-quality development, the main composition indicators of GDP, the key indicators of “Dual Promotion and Dual Attraction”, the progress of three “Number One Development Project”, ten major projects, key livelihood facts and other key projects, as well as advanced collectives and individuals who have achieved major results; “Quarterly Exchange” means to choose a theme for exchange on competition and striving for excellence around the central work of the municipal committee and the municipal government every quarter; “Favorable And  Negative Comment Case Notification” means to sort out and notify a batch of good and bad evaluation cases every month in combination with the feedback of the masses, supervision and inspection, and unit reports.

The theme of the regular meeting in the third quarter of last year focused on grassroots governance, social development, and common prosperity. At the end of October last year, the Lishui Municipal Committee of the Chinese People’s Political Consultative Conference, Suichang County Committee, Lishui Civil Affairs Bureau, and Qianlu Township of Jinyun County, due to their outstanding performance in assisting the reform of cross-mountain coordination of public services in mountainous areas, economic development, and grassroots governance, made thematic exchange speeches on competition and striving for excellence at the third quarter exchange meeting of the “Strive For Hard Work and Take The Lead” efficiency construction activity. Some “lagging” units made statements. It is worth mentioning that the exchange content of each quarterly regular meeting will be included in the subsequent quarterly regular display and iterative promotion, creating a closed-loop process of consistent and thorough implementation, forming a continuous driving force.

Taking the lead with responsibility and striving for excellence, Lishui’s local characteristic industries and key projects are “blooming in a hundred flowers”. In Qingtian, the country’s first county-level metaverse computing power platform is running stably; in Songyang, nearly 160 enterprises related to the intelligent transportation industry have landed and gathered for development; Liandu has deeply implemented the “Number One Development Project” of digital economy innovation and quality improvement, achieving full coverage of digital transformation of large-scale enterprises 1.0; Qingyuan’s three traditional industries of bamboo and wood, pencils, and edible fungi are transforming and upgrading towards refined home furnishings, beauty and health, and biological health industries...

Efficiency construction is always in progress and never completed. Now in Lishui, the “Strive For Hard Work and Take The Lead” efficiency construction activity has become a routine and global work. Through overall planning and continuous deepening, it is closely combined with the strengthening of the “three teams” construction, and effectively integrated with the work of “cultivating skilled cadres and building a skilled government”.
