Jinyun County Wins the “Tiangong Ding” Award Again

On May 23, at the Provincial Conference on Deep Integration of Scientific and Industrial Innovation and High-Quality Development of the Manufacturing Sector, Jinyun County once again won Zhejiang Province’s highest honor in manufacturing—the “Zhejiang Manufacturing Tiangong Ding(Tiangong Award for Manufacturing Excellence)” Award. This marks the county’s second time receiving the award, following its recognition as part of the inaugural recipients in 2023.

It is reported that this “Tiangong Ding” evaluation focuses on 32 indicators across three major categories: quality transformation, power transformation, and efficiency transformation. It also comprehensively evaluated the annual high-quality development performance of various cities and counties based on 10 areas, including industrial stability and efficiency, innovation in manufacturing, and the development of the “415X” industrial clusters.

Enhancing the quality and efficiency of industrial land use has been key to Jinyun’s development. Over the past three years, the county has maintained a dynamic balance in the total stock of industrial land, ensuring that newly introduced projects are implemented without delay. Taking Dongdu Town as a pilot, Jinyun has explored a model of “demolition and relocation + resettlement in state-owned micro industrial parks” to revitalize aging industrial zones. The county has also introduced an innovative “lease-before-supply” investment model, allowing enterprises to lease standardized factories for trial production. Only after achieving agreed-upon output values and tax revenues per mu (unit area) are companies granted land use rights, ensuring that limited land resources are allocated precisely to high-quality enterprises. Since 2023, Jinyun has introduced 33 major projects worth over 100 million yuan under this leasing model.

To accelerate and improve project implementation, Jinyun has continued to optimize mechanisms such as “construction upon land acquisition”, “promote commencement and production”, and “post-assessment of standardized land performance”. Priority has been given to securing land, energy, electricity, and financing for major projects, ensuring construction is not hindered by resource constraints. In 2024, numerous industrial projects commenced, accelerated construction, or entered production, with manufacturing investment reaching 4.39 billion yuan, an 18% year-on-year increase.

A sound business environment is a vital foundation for the high-quality development of manufacturing. Jinyun has introduced an annual special action plan for enterprise services, established two assistance lists addressing enterprise-related issues, and regularly publicizes the progress of problem resolution across departments to ensure clear accountability. Over the past three years, the county has collected 878 issues from 693 enterprises, of which 864 have been resolved, achieving a resolution rate of 98.4%. Leveraging the “LiJiDui (Lishui Instant Policy Benefit )” platform, Jinyun has also promoted the precise delivery of business-supporting policies. In 2024, a total of 77 policy measures were implemented, resulting in 759 instances of benefit disbursement totaling 204.93 million yuan, benefiting 369 enterprises.

Driven by these initiatives, in 2024, Jinyun County’s total industrial output value above designated size rose from 38.24 billion yuan in 2021 to 45.94 billion yuan, while the added value of such industries grew from 6.95 billion yuan to 8.58 billion yuan, representing average annual growth rates of 6.4% and 7.4%, respectively.
