1 Location
Zhejiang Industrial Park is located in the north of Lishui City and adjacent to Yongkang County. The construction started in March, 2003 and was approved as the provincial industrial park by National Development and Reform Committee, provincial government. The park is 370 kilometers away from Shanghai to the north, 20 kilometers away from Hangzhou City, 60 kilometers away from Yiwu City, 160 kilometers away from Wenzhou City to the south. The Jinhua-Wenzhou High Speed Railway (Jin-Wen HSR), Jinhua-Wenzhou Railway, Jinhua-Lishui-Wenzhou Highway, 330 State Road, Provincial Road Pinghuang Highway, Huxin First-class Highway, go across this region and it only takes 5-minute ride from the Jinhua-Lishui-Wenzhou and Taizhou-Jinhua highway crossings to get to the company. The park makes it convenient for commercial communication and cargo movement, and it is one of the most promising and dynamic districts in whole Lishui.
2 Status Quo
The past decade has witnessed the uprising of an industrial system that focus on new materials, new energy, energy-saving light, electrical appliance and mechanical manufacturing, which are adaptable to the capacity of local environment, more competitive in the market and innovative in technological sense. The park (Xinbi Street Office) governs 13 administrative villages with a total population of 62,000, including 34,000 migrant workers, 1795 party members; there are 169 enterprises having entered the park, 29 companies with an output value of more than ¥100 million, 10 companies with an output value of over ¥500 million; the educational, medical, power supply and sewage treatment infrastructures in the area are all in readiness. Recently, it boasts 12 new high-tech enterprises above the provincial level, 2 post-doctoral working stations, 8 provincial company R&D center, with the total industrial output value of new high-tech enterprises reaching 3.92 billion RMB all year round.
In 2015, the gross industrial output was valued at 17.37 billion RMB, among which the above-scale industrial total output was valued at 15.93 billion RMB; the industrial investment reached 1.02 billion RMB; the actual funds utilization inside and outside Lishui was 1.078 billion RMB; businessmen in Zhejiang got 546 million RMB funds in place. The industrial park was successful in getting the title of Provincial Jinyun Economic Development Zone.
3 Development Goals
According to the requirements in the new regulation and rules in the park, the planning area is 22.02 square kilometers with an increase of 17.86 square kilometers, among which 3.67 square kilometers is for industrial use, 0.2 square kilometers for commercial and residential use, 1.8 square kilometers for roads and 12.19 square kilometers for greening and others. Both sides of the major roads along the park are also adjusted to serve as 1200 mu commercial and residential lands. The new regulation and rules have passed the provincial expert review organized by County Urban and Rural Planning Committee, followed by joint hearing and approval of the county government according to the procedure.
Based on Jinyun County Overall Planning and Industry Development Planning in the Park, the industrial park targeted itself as a modern new district of Jinyun Central City, Yongwujin (Yongkang-Wuyi-Jinyun County) hardware industry complex transformation and upgrading demonstration zone as well as Lishui strategical emerging industry pioneering zone. Jinyun Industrial Park grasped the opportunity presented by a new round of integration and optimization of the development zone in Zhejiang, finishing the declaration basically up to now. The approved area of the industrial park will increase from 4.16 square kilometers to 8.06 square kilometers after improvement, which is more conducive to the county economic and social development, transforming the park into a modern, high-agglomerated, functional and comprehensive one. It is also beneficial to promoting foreign exchange and cooperation, making the economic development zone fully act on the role in brand value and investment attraction; it is beneficial to accelerating transformation and upgrading, further specifying eco-industrial development and improving companies driven by innovation.
4 Working Environments
Zhejiang Jinyun Industrial Park Management Committee is the local office of Jinyun County government. Inside the industrial park sets the administrative center for examination and approval agency, implementing “Zero-threshold approval and Zero-distance service”. The industrial park sets up comprehensive office, party and mass office, policy management department, construction and management department and other departments, with a total staffing members of 97 (24 in the park, 24 in the street, 26 in the economic development center, 4 in the approval agency center, 5 in the municipal government management, 1 in the financial bureau, 5 in the statistics bureau, 8 in the development company), and there are 114 cadres inside, 87 of which are party committee members. Meanwhile, the national land department, construction department, administrative law enforcement of the county all set management community in the park, which are responsible for dealing with relevant formalities involving development and reform, land, construction, environment protection, economic and trade to ensure that they won’t be interfered by the outside departments in specific areas, forming a relatively closed environment with single subjects, synthesized function, equivalent authority and responsibility.
Next, the park keeps strengthening its responsibility and mission in high-level positioning, optimizing plans and improving the overall functions. It insists on innovation-driven development, speeding up transformation, strengthening investment attraction and paying more attention to projects. By doing so, the park will become the pioneering zone of strategic emerging industry and the model zone for industry and city integration.
