The sixth plenary (enlarged) session of the 4th Municipal Party Committee Conference was held in Lishui. The plenary session held high the great banner of Xi Jinping’s ideology of socialism with Chinese characteristics in the new era, fully implementing the spirit of the 19th National Congress of the Communist Party of China and the 14th and 4th Municipal Party Congress, studying, deploying and promoting the revolutionary spirit work in the southwest of Zhejiang Province, to enable the red spirit to shine forever, injecting soul, energy, and root for the “Lishui Practice”, and comprehensive condensing the great power to creatively practice and develop the "two mountains" concept.  

　　The standing committee of Municipal Party Committee presided over the session. Hu Haifeng, municipal Party secretary made a report as the representative of the standing committee and delivered a concluding speech. Wu Xiaodong, mayor and vice secretary of municipal Party committee, Li Feng, vice secretary of municipal Party committee and other members of the standing committee attended the session. 

　　The plenary session passed the Decision of CPC Lishui Committee on Advocating and Carrying forward the Revolutionary Spirit of Southwest Zhejiang. Hu Haifeng made an explanation to the attendees on the Decision (Discussion Draft). 

　　The plenary session pointed out that Lishui is the only county (city, district) in the province which is the county-level city of the old revolutionary base. It is a red base with glorious revolutionary tradition and rich revolutionary spirit. Twenty-three years of arduous revolutionary struggles in southwest Zhejiang created the great revolutionary spirit of southwest Zhejiang, which is forever engraved in the hearts and minds of thousands of children of Zhejiang Province and permeated the blood of the broad masses of Lishui People. In the Revolutionary War era, people were inspired to fight bravely and tenaciously. In the vicissitudes of time and years, they became more and more important and irreplaceable. They became more and more important than ever before, and they were able to transcend time and space, to guide and inspire the cadres of Lishui to strengthen their ideals and beliefs, to pursue the truth, to constantly overcome one difficulty after another in the way forward, and to strive to win one new victory after another. The revolutionary spirit in southwest Zhejiang has a unique historical position, important practical significance and valuable ideological value. It has become an important part of China's revolutionary spiritual pedigree, and has been entrusted with the most valuable spiritual wealth of the people of Lishui. Carrying forward the practice is the best remembrance of history, the best comfort to the ancestors, the best interpretation of struggle, the best inspiration to practice and the best guide to reality.

The Revolutionary Spirit of Southwest Zhejiang Province is the Great Practice and Concrete Embodiment of the Chinese Revolutionary Spirit in the Revolutionary Struggle of Southwest Zhejiang Province with "Red Boat Spirit" as the Source, It is the most valuable spiritual wealth and political advantage of the people in Southwest Zhejiang Province, and has profound and rich spirit and unique connotation. Loyalty mission is the most profound core of revolutionary spirit in southwestern Zhejiang Province, which shows the Communists 'unflagging loyalty to the mission and their firm belief in pursuing the truth and contributing to the revolutionary cause. Striving for truth is the most outstanding characteristic of revolutionary spirit in southwestern Zhejiang province, which shows the ideological line of seeking truth from facts, the indomitable will to fight and the impossible wisdom and courage of the Communists. Root people is the most important guide of revolutionary spirit in southwestern Zhejiang province. It interprets the Communists' true feelings of sticking to the views of the masses, practising the mass line, keeping in close touch with the fine style of work of the masses and striving to serve the interests of the masses. The three make up a coherent whole and lack an indispensable whole. The loyalty mission comes from the deep feelings of the people, and the determination to persevere in the pursuit of the ultimate goal; Seeking truth is to lead the duty pursuit to fulfill the duty of loyalty and realize the aim requirement of the people. Only when the people are rooted in the unchanging faith of the loyal mission can the people lead to the inexhaustible drive for progress. We should systematically, completely and accurately understand and study the rich connotation of the revolutionary spirit of southwest Zhejiang, constantly innovate and widen the carrier route of carrying out the practice, and let the red spirit blossom into a more magnificent era.

We will hold high the banner of action for development and fully implement the spirit and important decision-making arrangements of the city's "two mountains" development congress, so as to carry forward the spirit of the revolution in southwestern Zhejiang province and infuse the spirit of loyalty into the steadfast practice of the concept of "two mountains" To create a new path of high-quality green development for the inexhaustible, to empower development for the people, development for the people, development dependent on the people, and the fruits of development to be shared by the people to build the roots of the people, In the era of "Lishui Practice", the flag of revolutionary spirit of southwestern Zhejiang was inscribed with a bright sign, which established the mission consciousness, action consciousness and people self-consciousness for Lishui's development and the construction of Lishui's focus.
