On June 1, the office of Lishui Leading Group For High-quality Green Development of Ecological Industry issued the Action Plan for The Promotion Project of Five Leading Industrial Clusters (1315 Characteristic Industrial Chain) of Lishui Ecological Industry (2022-2026) (hereinafter referred to as the Action Plan), and put forward the development orientation, direction and objectives of more than 15 characteristic industries in the next five years under the framework of the five leading industrial clusters of Lishui.

In recent years, the Provincial Party Committee and the Provincial Government have attached great importance to the high-quality development of the manufacturing industry. The Municipal Party Committee and the Municipal Government have proposed to unswervingly adhere to the direction of "Strengthening the City Through Industry", cultivate five leading industrial clusters including the whole semiconductor chain, precision manufacturing, health medicine, fashion industry and digital economy, and set goals of creating a 100-billion-level, three 50-billion-level and more than 15 county-level characteristic 10-billion-level industries. In March, 2022, the main leaders of the Municipal Government made special arrangements for the promotion of industrial chain. Therefore, the Municipal Bureau of Economy and Information Technology led the top-level design for the promotion work of the city's leading industries and characteristic industrial chains. The formulation of the Action Plan is to implement the work requirements of the Provincial Party Committee and the Provincial Government, is a specific action to implement the strategic decisions of the Municipal Party Committee and the Municipal Government, and is also a practical need to accelerate the Doubling Action of Lishui Industry.

According to the Action Plan, by 2026, the added value of industries above designated size will exceed 73billion yuan, and the total amount will double; The average tax revenue per mu of industries above designated size will exceed 300,000 yuan, the average added value per mu will exceed 1.5 million yuan, and the total output value of the five leading industrial clusters will exceed 250billion yuan, accounting for more than 70% of the output value of industries above designated size in the city, and one 100-billion-level industry, three 50-billion-level industries, more than 15 10-billion-level characteristic industrial chains and a number of 10-billion-level "new star" industrial clusters of precision manufacturing will be cultivated and formed.

The Action Plan is divided into five parts. The first part: General requirements. Defining the key points, positioning and requirements for cultivating five leading industrial clusters and striving to create the main driving force of regional growth pole. The second part: Main objectives. Putting forward the target system of industrial added value above designated size, per mu tax, per mu added value, and total output value of five leading industrial clusters in the next five years. The third part: Key areas and main tasks. Defining the strategic positioning, development priorities, industrial layout, goals and tasks of the county characteristic ten-billion-level industrial chain under the framework of five industrial clusters. The fourth part: Working methods and main approaches. Putting forward 8 aspects of methods and approaches. The fifth part: Policy measures and promotion mechanism. Defining the measures and mechanisms in five aspects.

The Action Plan puts forward the development orientation, direction and objectives of 16 characteristic industries under the framework of the five leading industrial clusters: The third generation power semiconductor industry, mechanical equipment industry, intelligent household appliances industry, short-distance transportation industry chain, rolling functional components industry, automobile air conditioning accessories industry, new materials (stainless steel) industry, intelligent control valve industry, metal products industry, health and beauty industry, fashion leather industry, fashion leisure (shoes and clothing) industry, wooden toy industry, bamboo and wood processing industry, biomedicine industry and new forms of digital industrialization.

The action plan puts forward eight areas of focus and major tasks: Focusing on precision investment attraction of industrial chain; Focusing on cultivating "chain oriented" enterprise ecology; Focusing on tackling key core technologies industrial chain; Focusing on  cultivating and leading core talents industrial chain; Focusing on digital and intelligent transformation of enterprises; Focusing on building a regional innovation system in Southwest Zhejiang; Focusing on building a large platform for high-energy industrial development, and focusing on green and low-carbon transformation of industrial chain production mode.

The Action Plan puts forward five policy measures: Establishing the promotion mechanism of industrial chain services; Improving the guarantee mechanism of industrial chain elements; Promoting the overall and integrated development of the city; Strengthening the promotion of major projects; Establishing the normalization risk monitoring mechanism of the industrial chain, etc.
