Dear Deputies,
On behalf of the Municipal People’s Government, I will present my work report to the assembly for review and kindly request the members of the Municipal Political Consultative Conference and other attendees to provide their comments.
I. Review of Work in 2024
In the past year, despite facing a complex and ever-changing external environment, as well as the daunting tasks of reform, development, and stability, we have adhered to the guidance of Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era. Under the strong leadership of the Provincial Party Committee, Provincial Government, and the Municipal Party Committee, we have followed the principles of seeking progress while maintaining stability, promoting stability through progress, and taking a step-by-step approach. We have thoroughly implemented the “Eight-Eight Strategy” and faithfully carried out General Secretary Xi Jinping’s important instructions for Lishui. We have steadily advanced the three “Number One Projects” and “Ten Major Projects”, focusing on the Municipal Party Committee’s “one historical mission and three strategic tasks”, with hard work, dedication, and a proactive approach to achieving outstanding results. As a result, we successfully completed the key goals and tasks for economic and social development. The GDP of Lishui City reached 218.118 billion yuan, a 6.6% increase, ranking first in the province. Four counties (cities) saw their GDP growth rates enter the provincial top ten. The value added of the industrial sector above designated size grew by 9.3%, ranking fifth in the province, and fixed asset investment grew by 8.3%, ranking second in the province. General public budget revenue increased by 3.8%, and we secured a record-high amount of funds from higher authorities. The income growth rates for urban residents, rural residents, and low-income rural households all ranked first in the province. Notably, the income growth rates for rural residents and low-income rural households have ranked first in the province for 16 consecutive years and 9 consecutive years, respectively. The quality of water and air ranked fourth and ninth nationally, respectively. Ten major people's livelihood projects were fully completed. The first batch of mountainous and island counties in Liandu District was successfully relocated. Lishui Airport was completed, marking the beginning of an exciting new era of air travel that the people of Lishui have long awaited.
Particularly inspiring was General Secretary Xi Jinping’s letter of reply to the cadres and people of all ethnic groups in Jingning She Autonomous County on the occasion of its 40th anniversary. This letter bestowed upon us special care and encouragement, becoming a great source of motivation. We have taken General Secretary Xi Jinping’s important reply as a fundamental guiding principle and turned it into a powerful driving force. We have implemented the “1+8+N” policy system and team-based assistance work mechanism to collaboratively promote the development of ethnic minority areas. Jingning’s GDP growth rate ranked second in the province, and the county became one of the first national pilot regions for the joint modernization of ethnic minority areas.
Key achievements and progress over the past year:
(1) Continued positive development through expanding effective demand. Policy benefits were realized. Forty-one new “Two Key” and “Two New” projects were implemented, securing 3.486 billion yuan in funds, accounting for 5% of the provincial total. An additional 23,300 mu of construction land quotas were granted, and 478,700 tons of standard coal equivalent were allocated to ensure energy supply for major projects. A financing coordination mechanism was established to support micro and small enterprises. The loan balance for private enterprises and medium- and long-term loans for the manufacturing sector increased by 13.3% and 24.9%, respectively, both ranking first in the province. Investment in attracting business saw both quantity and quality improvements. The Municipal Productivity and Investment Promotion Center was established, attracting 210 projects with investments over 1 billion yuan each, totaling 109.169 billion yuan, including 49 projects from national top 100 private enterprises, listed companies, and specialized, refined, unique, and innovative enterprises. Jinyun County launched the third 100-billion-yuan project in the city, Songyang County achieved another breakthrough with a 5-billion-yuan project, and 14 projects worth over 2 billion yuan, including KUNMAO Electronics in Lishui Economic Development Zone, Liandu Gaoxian Smart Valley, and Nanyun and Huhu Full-Region Tourism, were launched. A total of 84 manufacturing projects above designated size were put into production. Project construction was accelerated, with an 11.6% growth in industrial investment (4th in the province) and a 40.4% increase in environmental protection, transportation, energy, and water conservancy investments (1st in the province). The completion rate of 107 provincial “Thousand Projects, Trillion Investments” projects reached 140.9%, ranking 3rd in the province. Major projects such as the Jinyun Pumped Storage Power Station’s first unit, the Qingyuan Baihuayan Wind Farm, the Jingning Jiulong to Hongxing section of National Highway 638, Yunhe Specialty Craft Crystal Wafer Manufacturing, and Songyang Huadi Special Materials broke ground. Consumption potential was vigorously stimulated. Trade-in programs in the automotive, home appliance, and home decoration sectors were promoted, and 84.94 million yuan in consumption vouchers were distributed. Social retail sales of consumer goods increased by 6.9%, ranking first in the province. Four new live-streaming e-commerce industrial zones were established, with online retail sales growing by 14.2%, also ranking first in the province. A combination of measures was taken to attract visitors to Lishui, including the Lishui Marathon and other events. Overnight visitors reached 18.99 million, and total tourism income increased by 6.9%.
(2) Continuous improvement in development quality through driving industrial innovation. The industrial chain moved towards “new” areas. The "1315" characteristic industrial chain policy achieved full coverage, and the output value of the five major ecological industrial sectors above designated size grew by 16.1%. The proportion of high-tech industry added value increased to 60.7%. A full digital transformation of industrial enterprises above designated size was achieved. The core manufacturing sector of the digital economy saw a 25% increase, and output and tax revenue per mu in industrial sectors rose to 1.43 million yuan and 222,000 yuan, respectively. Longquan’s automotive air-conditioning component industry was included in the national SME characteristic industry cluster, and the Lishui Economic Development Zone’s integrated circuit industry and Songyang’s high-end new materials industry were included in provincial characteristic industry cluster collaboration zones. The Qingyuan Metaverse industry was added to the provincial list of future industry pilot zones. Two additional complete industrial chains of “local specialties” worth over 1 billion yuan in the county areas have been added, namely those of Jinyun Muscovy Ducks and Longquan High Mountain Tea. The output value of the complete industrial chain of high-quality agriculture has exceeded 70 billion yuan. Policies for the high-quality development of modern service industries have been introduced. The added value of the service industry has increased by 5.9%, ranking second in the province. Furthermore, innovation elements clustered around industries. Policies supporting the high-quality development of higher education institutions were introduced, with the establishment of an Engineer College and the addition of six new industrial colleges and two provincial-level engineering research centers. The Zhejiang Southwest Science and Technology Innovation Park was put into use, and the Saidi Industry Empowerment Center and Zhejiang University-Lishui Life and Health Joint Innovation Center were established. Sixty-two industrial chain common technology research projects were implemented. The Municipal Talent and Technology Group was established, attracting 39 key talents at the provincial level or higher, with the number of high-skilled workers increasing by 20,100 and the number of university graduates introduced reaching 44,500. The number of national high-tech enterprises surpassed 1,000, with 9 new national “specialized, refined, unique, and innovative” “little giant” enterprises, 5 provincial “hidden champions”, and 666 enterprises above designated size. JiaLi Industry established a “Future Factory”, Tianxi Kitchen Appliances became the first national-level single-item manufacturing champion in the city, and Nice Group was recognized as a leading enterprise for high-quality development among Zhejiang merchants.
(3) Accelerated release of development vitality through deepened reform and opening-up. Reform in key areas continued to deepen. Twenty-six new national pilot projects were launched, with the integration of basic public services in mountainous areas selected as a typical case of municipal reform in China. The reform of value-added government services was furthered, with 15 business environment-related reforms selected as provincial best practice cases. All ten “assist enterprises” initiatives were completed, resolving 10,600 enterprise-related issues via the “Enterprise Call” platform. The “Lishui Voucher” program disbursed 2.369 billion yuan, benefiting 24,300 market entities. The city was reselected as a national pilot for ecological product value realization, with 2,123 ecological resource transactions completed, totaling 4.886 billion yuan. Inclusive financial services for rural revitalization were granted continuous central government support for three consecutive years. The “Small and Micro” entrepreneurship platform won the national Financial Technology Development Award. State-owned enterprise reform was advanced with the establishment of the Municipal Industrial Investment Group. The Municipal Urban Development Holding Group received an AAA credit rating, and revenue from state-owned enterprises grew by 12.2%. Opening-up was further strengthened. The Ou River navigable sea-river joint transportation route was officially launched. A total of 677 enterprises participated in international exhibitions, attracting 16 cross-border e-commerce enterprises with investments over 100 million yuan. The city’s total exports grew by 17.4%, ranking second in the province. Twenty-one projects involving overseas Chinese were launched, with a planned investment of 2.07 billion yuan. Cooperation between eastern and western regions deepened, with 178 industrial cooperation projects launched and funding totaling 29.273 billion yuan. The Fifth Red Army Long March Forum, the Zhejiang Southwestern Revolutionary Area Development Forum, the World Photographers Conference, and the Sixth Overseas Chinese Museum Conference were successfully held.
(4) Development Level Becomes More Balanced in Promoting Urban-Rural Integration. The pattern of urban-rural integration is accelerating. The overall planning for the “Sanjiangkou” coordinated development zone and detailed planning for three sub-areas were completed. A batch of projects, including Digital Health Integrated Intelligent Manufacturing, Phase I of Huajie Road, and Baqiao Garden Neighborhood Center, began construction. The International Exhibition Center and Zhongguo Future City have started operations, and the Liancheng and Chengdong Garden Neighborhood Centers have been completed. The Urban Garden Business Center, Phase I of the Innovation Financial Center, and other projects are advancing quickly. New-type urbanization and comprehensive rural revitalization are progressing in coordination. The city and county-level land space master plans were approved. A total of 156 projects aimed at improving county capacity and deepening the “Ten Million Project” were implemented, with investments totaling 29.485 billion yuan. Nine provincial-level model areas for urban and rural landscape were established, and six provincial-level modern and beautiful towns were developed, along with ten future communities. Longquan and Qingtian created provincial-level 5A tourist attractions. A total of 417 new He-Mei Villages were added, and Suichang and Songyang became the first pilot counties for the provincial “He-Mei Villages Three Major Actions”. Liandu Yantou Village, Yunhe Changting Village, and Jingning Daji Village became provincial-level Golden 3A scenic villages, while Longquan Xitou Village was included in the World Best Tourism Villages list. The city’s image as “Xiushan Lishui” was further enhanced. The Beautiful Garden Quality Improvement Action was launched, and environmental improvements were completed in key areas such as scenic area peripheries, major traffic lines, and urban-rural junctions. The regional responsibility system for air pollution control was strengthened, and the air quality index in the city area had a favorable day rate of 97.3%, ranking first in the province. Investments of 1.13 billion yuan were made for urban river treatment, and the water quality in the city’s river sections met environmental standards. The city again won the “Five Waters Joint Control” Dayu Ding Golden Ding Award. The third round of central environmental protection inspections was completed, with a 97.3% completion rate of issues raised in public petitions. Sixteen new species were discovered, and the city was selected as one of the United Nations “Charming Cities” for biodiversity.
(5) Development Achievements Benefit the People in Shared Governance and Benefits. The foundation for income growth is more stable. Thirty-eight “Zhe Li·Start Business with Ease” shared prosperity service centers were built, helping 20,000 key groups find employment, and 22,500 new jobs were created in urban areas. The “Cross-Mountain Coordinated Prosperity and Comfortable Housing” project successfully relocated 10,700 people, and 1,002 shared prosperity workshops helped 63,000 people achieve employment close to home. The total income of village collective economies grew by 15.4%, ranking first in the province. Public services have become more inclusive. The modernization of education development index reached the target set in the “14th Five-Year Plan” ahead of schedule. Liandu, Yunhe, and Suichang counties passed the national assessment for universal and inclusive preschool education, while Yunhe and Jingning counties were recognized as national exemplary counties for quality and balanced compulsory education. Forty-two small-scale schools were optimized and adjusted, and the proportion of urban students in compulsory education reached 97.6%. The total admission rate for college entrance exams has been above the provincial average for six consecutive years. Lishui University added eight master’s degree programs, and Lishui Vocational and Technical College received excellent evaluation in the provincial “Double High” construction performance assessment. The national ranking for health reform evaluation reached 16th, and Qingtian and Jinyun counties established Grade III Class B comprehensive hospitals. Family doctor contract services and medical insurance treatments achieved the “one-signature, province-wide sharing” model. Ten new integrated passenger and freight postal routes were opened, and 1,480 mobile service vehicles were created to benefit the public. The number of elderly meal service points increased by 234, and all counties (cities, districts) now have centers for guiding minors’ growth. The “Clean and Bright Homes” program for families with disabilities was promoted nationwide. 3,051 single-village water stations were built or renovated, benefiting 478,500 people, with Suichang’s pilot model being promoted across the province. The city’s History Research Institute opened, and the Municipal Museum was upgraded to a national first-class museum. The wooden arch bridge traditional construction skills jointly declared by Qingyuan were added to the UNESCO Intangible Cultural Heritage list. The safety line has become more stringent. The city successfully responded to extreme rainfall disasters during the plum rain season, and Qingyuan was praised by the provincial party committee and government. The number of production safety accidents and fatalities decreased by 20% and 15%, respectively. Risks in public safety and the resolution of grassroots disputes were strengthened, with criminal cases decreasing by 25.3% and the total number of public petitions falling by 25.4%. The city won the first batch of the provincial Safety Development Award and was named a Provincial Safe City for 19 consecutive years.
Over the past year, significant contributions have been made in the areas of ethnic and religious affairs, auditing and statistics, foreign affairs and overseas Chinese affairs, Hong Kong, Macao, and Taiwan affairs, history and archives, firefighting, meteorology, supply and marketing, and immigration. New achievements have been made in the work of trade unions, youth, women and children, the elderly, the Red Cross, charity, volunteer services, and caring for the next generation. Progress has also been made in national defense mobilization, civil air defense, veterans' affairs, and “double support” work.
While coordinating economic and social development, we have also advanced the “Striving for Practicality and Responsibility, Taking the Lead” efficiency-building initiative, driving continuous improvements in government work style and administrative efficiency. We have strengthened the rule of law in government, ensuring full coverage of legal and fair competition reviews for major administrative decisions. We have conscientiously accepted the legal supervision of the People’s Congress and the democratic supervision of the Chinese People’s Political Consultative Conference (CPPCC), handling 305 suggestions from the People’s Congress and 319 proposals from the CPPCC. We have integrated and established the “12345 · People’s Affairs Platform” and built a mechanism for consulting and addressing difficult issues. We have solidly carried out Party discipline learning and education, strengthened the concentrated rectification of improper practices and corruption around the masses, and continued to empower grassroots levels by reducing burdens. The number of festive forums and exhibitions was reduced by 92.5%.
Dear deputies! The achievements of the past year have not come easily. These results are due to the scientific guidance of Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era, the strong leadership of the provincial party committee, provincial government, and municipal party committee, the effective supervision and strong support of the Municipal People's Congress, the CPPCC, and all sectors of society, and the united efforts of the people across the city. On behalf of the municipal people’s government, I extend my highest respect and heartfelt thanks to all the people working diligently in their respective positions, to the deputies to the People’s Congress, members of the CPPCC, various democratic parties, the Federation of Industry and Commerce, people’s organizations, and all people from all walks of life, to the troops stationed in Lishui, armed police officers, and the provincial and ministerial units stationed in the city, as well as to all Hong Kong and Macao compatriots, Taiwanese compatriots, overseas Chinese, and friends at home and abroad who care about and support Lishui’s development.
At the same time, we also clearly recognize that economic and social development still faces many difficulties and issues. The main challenges are: the foundation for economic recovery is still unstable, there is insufficient vitality in private investment, consumer recovery is slow, and effective demand still requires greater stimulation; innovation capacity is weak, investment attraction capacity has not been fully unleashed, and the construction of a new type of industrialization and modern industrial system urgently needs to be accelerated; some industries face bottlenecks in transformation, and market entities are still facing difficulties in production and operation; there is a gap between the quality of urban-rural construction, the supply of public services, and the expectations of the people; there are still risks and hidden dangers in ecological governance, safety production, and other fields; the business environment still requires continuous optimization, and some government officials still do not meet the new challenges in terms of professional competence, sense of responsibility, and service effectiveness. We will attach great importance to these issues and work diligently to solve them.
II. Work Plan for 2025
2025 is the final year of the 14th Five-Year Plan and the year for drafting the 15th Five-Year Plan. It is a crucial year for our city to take the “first major step” in achieving the “three major steps” and “three new achievements” goals. The work for this year holds significant importance. The overall requirement is to adhere to Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era as guidance, fully implement the spirit of the 20th National Congress of the Communist Party of China (CPC), the second and third plenary sessions of the 20th CPC Central Committee, and the Central Economic Work Conference, deeply implement the “Eight-Eight Strategy”, faithfully carry out General Secretary Xi Jinping’s important instructions for Lishui, focus on the provincial party committee’s “one primary task, three main directions, and two fundamentals”, and concentrate on the municipal party committee’s “one historical mission, three strategic tasks”. We will vigorously promote the “Six Diligence” work style, strive to carry out “Lishui’s Diligence”, and fully resonate with the strongest voice of “Striving for Practicality and Responsibility, Taking the Lead”. We will initiate and implement a three-year breakthrough action for leapfrog high-quality development, sparing no effort to take the “first major step”, ensuring a successful conclusion to the 14th Five-Year Plan, and demonstrating our responsibility on the main battlefield by writing a Lishui answer sheet for building a high-quality development and common prosperity demonstration zone.
Considering various factors, the suggested primary goals for economic and social development this year are as follows: Lishui’s GDP is expected to grow by around 6.5%; the added value of the above-scale industries will grow by 9%; fixed asset investment will increase by over 7%; the total retail sales of consumer goods will grow by more than 6.5%; and the per capita disposable income of all residents will narrow the gap to 1.52 compared with the highest among provincial cities, with the ratio of per capita disposable income between urban and rural residents narrowed to within 1.86.
This year, we will focus on the needs of development, the expectations of the people, and gather wisdom from all sides. We will benchmark against the three strategic tasks and the “three major steps, three new achievements” goals, focusing on integrating regional strategic resources into the national and provincial grand picture, reducing the “three major gaps”, and advancing the old areas as pioneering demonstrations for common prosperity. We will strengthen forward-looking research, strategic planning, and scientifically prepare the 15th Five-Year Plan. With the three-year breakthrough action for leapfrog high-quality development as a guide, we will formulate eight work plans related to planning formulation, infrastructure construction, investment attraction, project relocation, land security, industrial development, financing needs, and upward efforts. These plans will consolidate actions to ensure that a batch of key tasks, critical issues, and long-term matters are well managed. We will set a five-year course, ensure strategic alignment for the next three years, and solidly implement every year.
In specific work, we will uphold the high-spirited determination of “jumping with all our might to reach the peaches”, and cultivate the tenacity and drive of “climbing through the window if the door is closed”. We will steadfastly pursue high-quality development in its essence, as a whole, and over the long term, striving to narrow the “three major gaps” and vigorously promote common prosperity in the revolutionary base areas.
The focus should be on seven key areas:
(1) Actively Seize Opportunities to Implement a Package of Incremental Policies, Striving to Promote Sustained Economic Recovery
Vigorously compete for funds and projects. Improve the mechanism for striving for policy elements, and coordinate efforts between the city and counties to strengthen policy research, project planning and dynamic docking. Continuously formulate a list of key “two key” and “two new” projects to strive for in key fields, strengthen the reserve of projects for making up for deficiencies and upgrading infrastructure in industrial parks, and promote the equipment renewal in key fields such as manufacturing, scientific and technological innovation, vocational education, and green small hydropower. Strive to make the share of various central funds obtained account for more than 5% of the province’s total. Improve the mechanism for competing for funds and projects in the old revolutionary areas, strive for major policies such as central and western region policies and fixed-point assistance to tilt towards Lishui, and strive to include the establishment of a demonstration zone for common prosperity in national old revolutionary areas into the new round of policy system for old revolutionary areas. Actively undertake the new round of provincial “8+4” policies, and coordinate the arrangement of more than 12 billion yuan of financial funds at the city and county levels. Strengthen the reserve of extraordinary policies, and revise and introduce policies for the high-quality development of ecological industry, digital economy and the construction industry.
Strengthen investment attraction. Carry out special actions to boost consumption. Increase the intensity of trade-in programs for consumer goods such as automobiles, electric bicycles, household appliances, home decoration, and digital products. Stimulate consumption in people’s livelihood sectors such as catering and accommodation, domestic service, elderly care, and childcare. Actively cultivate consumption growth points such as the convention and exhibition economy, first-launch economy, silver economy, sports event economy, and performing arts economy. Strive to become a pilot city for the modern commercial circulation system. Compile layout plans for commercial markets, squares, and characteristic blocks. Strengthen the construction of the county-level commercial system and enhance the scale effect of the business district economy and the night economy. Focus on creating a first-class mountain leisure tourism and vacation destination. Establish an all-region tourism operation alliance, activate cultural and tourism IPs such as “Chuzhou Elegant Records”, “Mysterious Jiangnan Countryside”, and “Ou Travel Map”, create a number of new cultural and tourism consumption scenarios, and ensure that the comprehensive income of all-region tourism increases by more than 7.5%. Promote the real estate market to stop falling and return to stability. Promote the construction of “good houses” with “good plots” and “good designs” to better meet the needs of rigid and improved housing demands.
Unswervingly attract and introduce large and strong enterprises. Strengthen the orientation of seeking truth and innovation, improving quality and efficiency. Go all out to promote the “Dual Recruitment and Introduction” campaign, ensuring that more than 180 projects with an investment of over 100 million yuan are introduced throughout the year, with a total investment of over 100 billion yuan, including more than 55 projects with an investment of over 1 billion yuan. Strive to achieve a breakthrough in projects worth tens of billions of yuan. Strengthen the overall planning of investment promotion between the city and counties. Emphasize investment promotion led by the principal leaders, investment promotion along the industrial chain, investment promotion through platforms, and investment promotion by leveraging existing businesses. The main responsible persons of the parks should devote their main energy to going out for investment promotion. Focusing on industrial funds, promote the development of patient capital through cooperation with central enterprises and provincial state-owned enterprises. Actively carry out joint investment promotion and investment activities with advantageous resources such as financial institutions, social capital, and private equity funds. Strengthen the closed-loop management of the whole process of investment promotion projects. Ensure that “signing means implementation”, “getting the land means starting construction”, and “completion means putting into production”. Ensure that there are more than 100 major new-start and new-production manufacturing projects respectively. Establish the concept that “the expansion and reproduction of local enterprises is also investment promotion”. Support more than 100 projects of expansion and reinvestment implemented by enterprises in Lishui.
Focus on the construction of major projects. Focusing on optimizing the investment structure and improving investment efficiency, vigorously promote the “Ten Major Projects” and the “Thousands of Projects and Trillions of Investment” projects. Arrange more than 750 key projects with an investment of over 100 million yuan. Effectively drive the stabilization and recovery of social investment with government investment, ensuring that the growth rates of manufacturing investment and investment in high-tech industries are faster than the overall investment growth rate. Accelerate the construction of projects in advance. Make good use of the classification, layering and grading coordination mechanism to ensure that the starting rate of new projects reaches more than 50% in the first quarter, 80% in the first half of the year, and 100% before the end of October. Strengthen the planning of major projects, and reserve another 150 major projects with an investment of over 1 billion yuan. Deepen the innovation of investment and financing models. Carry out the campaign of “tapping potential and ensuring supply” of land resources and the “net land” tackling for project acquisition. Implement the new three-year action of “replacing old growth drivers with new ones and achieving transformation” in the manufacturing industry. Implement 10 projects for the centralized and contiguous renovation of inefficient land use, and newly expand and revitalize more than 7,000 mu of industrial space.
(2) Develop New Productive Forces According to Local Conditions, Striving to Create New Growth Poles for High-Quality Provincial Development
Solidly promote the integrated reform and development of education, science and technology, and talents. Compile a plan for the integrated development of education, science and technology, and talents, and accelerate the construction of an innovative Lishui. Implement the plan for revitalizing the engineering disciplines of Lishui University, and support Lishui Vocational and Technical College in building a highland for cultivating skilled talents to serve the industry. Strive to include the goals of “upgrading to a comprehensive university” and “becoming a bachelor’s degree-granting institution” in the development plan of higher education in Zhejiang Province during the 15th Five-Year Plan period. Guided by industrial needs, substantially promote the optimization and adjustment of disciplines and majors in two universities, technical colleges, and secondary vocational schools. Organize more than five “order classes” and “named classes” through school-enterprise cooperation. Implement the three-year plan to double the number of industrial talents. Explore the talent introduction model of “talents settling in universities and research institutions, conducting scientific research on scientific and technological innovation platforms, and carrying out transformation at the front line of enterprises”. Strengthen process management, follow-up supervision, and accountability for effectiveness, and measure the effectiveness of our work by the solution of problems. Adhere to law-based administration, consciously use the thinking and methods of the rule of law to solve problems and carry out work, and take the initiative to accept supervision from all aspects. Major administrative decisions must be made strictly in accordance with authority, rules, and procedures.
