In 2024, the Lishui Municipal Bureau of Economy and Information Technology and the Lishui Productivity and Investment Promotion Center (hereinafter referred to as the “Municipal Bureau of Economy and Information Technology” and the “Promotion Center”) steadfastly adhered to the vision of “strengthening the city through industry”. Focusing on five leading ecological industries and the “1315” characteristic industrial chains, they advanced measures such as cluster cultivation, platform expansion, project investment attraction, and targeted services. As a result, key industrial economic indicators in Lishui outperformed provincial and national averages, with growth rates consistently ranking among the top in Zhejiang Province, sustaining stable and robust development momentum.
In 2024, Lishui achieved a total added value of 471.78 billion yuan from industries above designated size, marking a year-on-year increase of 9.3% — ranking fifth in the province and 1.8 percentage points higher than the provincial average (7.5%). The added value of core digital economy manufacturing industries above designated size reached 4.113 billion yuan, surging by 25.0% year-on-year, 17.4 percentage points above the provincial average (7.6%) and securing second place province-wide.
Over the past year, the Municipal Bureau of Economy and Information Technology and the Promotion Center confronted economic uncertainties with proactive determination, solidifying the foundation for industrial stability while catalyzing momentum for progress. Multiple breakthroughs were achieved, delivering a vivid report card of “relentless effort and competitive excellence”.
Precision Investment and Innovation-Driven Empowerment:
Delivering Excellence in Attracting Near and Far
In 2024, Lishui’s investment attraction system proactively adapted to new trends, shifting strategies with the resolve to “climb through windows when doors are shut”. The city advanced the strategic “Dual Recruitment and Dual Investment” initiative, securing 210 new projects with investments exceeding 100 million yuan, totaling 109.2 billion yuan. Among these, 171 were manufacturing projects (81.4% of the total), including 55 industrial projects over 1 billion yuan, amounting to 90 billion yuan.
Leading strategy, breakthroughs in attracting major players. Investment attraction began with leadership. In 2024, Lishui implemented a “top-leader” recruitment drive. Municipal Party committee and government leaders spearheaded efforts, conducting “Dual Recruitment and Dual Investment” campaigns in first-tier cities like Beijing, Shanghai, Guangzhou, and Shenzhen. Across departments and regions, leaders actively engaged in “going out and bringing in”, fostering a citywide environment of investment-focused collaboration. Simultaneously, the city refined its “Cross-Mountain Coordination” mechanism, establishing orderly project transfer protocols to ensure closed-loop management of high-quality projects. A total of 299 projects over 100 million yuan and 80 projects over 1 billion yuan were tracked, analyzed, and prioritized.
Innovation-driven tactics: pioneering new approaches. Leveraging its natural advantages, Lishui focused on the “One Chain” direction, aligning with the “5+5” modern ecological economic system. By implementing the “Chain Leader System” under the “1315” characteristic industrial chains, the city enhanced industrial infrastructure and upgraded supply chains. Innovative projects such as Zhongqing Xinzhi R&D and the “Li Jiu Wei” traditional Chinese medicine research initiative were introduced. With 16 government industrial funds totaling over 23 billion yuan, Lishui combined government-led and market-driven investment strategies. Through comprehensive campaigns and events, the city elevated its profile, transforming its lush landscapes into a dynamic hub that attracts near and far.
Full-cycle management ensuring project success. Attracting projects is only the beginning; execution is key. In 2024, the investment system reviewed 24 municipal-level policies, conducted in-depth research on major project incentives, and compiled a comprehensive report on investment policy frameworks. The 2024 Lishui Investment Attraction Evaluation Guidelines were issued, alongside a “monthly reporting, quarterly review, annual assessment” competition mechanism. Decision-making consultation and agreement review systems for major projects were established, accelerating closed-loop management for landed projects.
Since its establishment in November 2023, the Promotion Center has prioritized innovation, initiating integrated “Education-Science-Talent” efforts. Guided by a “crossing the river by feeling the stones” approach, it formulated rules such as the Education-Science-Talent Integration Committee Meeting Procedures, laying the groundwork for a citywide coordination mechanism. The center also explored pathways for “developing new quality productive forces”, conducting extensive research, compiling theoretical and practical materials, and initiating work on evaluation systems and industry reports, including an E-bike industry development analysis.

Winning the Battle for Steady Economic Progress and Quality Improvement
To reap the “fruit” of leapfrog high-quality economic development, attracting investment is not enough—it requires nurturing and serving with the mindset of “leaping with all one’s might”.
In 2024, Lishui’s economic and industrial systems, driven by a sense of urgency, crisis, and responsibility, advanced stability through action and strengthened through execution. They secured a decisive victory in stabilizing and upgrading the economy, delivering remarkable outcomes.
Key indicators exceed expectations. At the start of 2024, policies supporting “dual priorities without pause” were enacted. By the provincial deadline for resuming work, 99.8% of enterprises had reopened—the highest rate in Zhejiang. Mid-year, a “dual list” tracked key enterprises with projected output changes exceeding 100 million yuan. By year-end, 99 new large-scale industrial enterprises had opened, again leading the province. The added value of industries above designated size grew by 9.3%, outperforming national and provincial averages, with Lishui’s share of provincial industrial output surpassing 2% for the first time in a decade. The core digital economy manufacturing sector surged by 25.0%, ranking second province-wide.
The Atmosphere for industry strengthens continuously. High-level conferences, including the Ecological Industrial High-Quality Development Meeting, the Innovation-Driven Lishui Mobilization Conference, and the “Dual Recruitment and Dual Investment” Strategic Initiative Promotion Meeting, underscored ecological industry’s central role in Lishui’s leapfrog development. These events charted a five-year roadmap for ecological industry and strategies to cultivate new quality productive forces tailored to local conditions.
Cluster cultivation achieves breakthroughs. Three new municipal-level industrial chains—steel, semiconductors, and traditional Chinese medicine (TCM) healthcare—were established, upgrading the “3+16” citywide development framework. The “Chain Leader System” achieved full coverage of “one leader per chain”, “one policy per chain” and “one plan per chain”. Lishui Economic Development Zone’s integrated circuit cluster and Songyang’s high-end new materials cluster were designated provincial collaborative zones, while Qingtian’s metaverse sector entered the future industry pilot zone. The five leading industries generated 187.22 billion yuan in output, up 16.1% year-on-year, 7.9 percentage points above the city average.
Platform construction continues to enhance capabilities. Quarterly competitions under the “Striving and Leading” platform efficiency initiative drove progress. Annual industrial land supply reached 7,379 mu, while 290 enterprises with tax revenue below 50,000 yuan per mu were restructured. Fifty-two contiguous low-efficiency plots were cleared, freeing 1,276.9 mu of land. Preparations for a national-level high-tech zone were launched.
Full-chain layout of key industries. The semiconductor industry achieved 15.21 billion yuan in output, up 27.1%, ranking second among leading sectors. The TCM healthcare industry accelerated integrated development across primary, secondary, and tertiary sectors, with 2025 full-chain revenue hitting 8.67 billion yuan (+15.5%). Twenty-three projects were secured, totaling 10.62 billion yuan in fixed-asset investment, including three projects over 2 billion yuan.
Accelerated upgrading of digital and real economy integration. Lishui earned the national “Gigabit City” title in 2024. Key digital economy metrics—revenue from IT services, added value of IT services, and telecom business volume—all ranked first in provincial growth. Two “Future Factories” (Fangzheng Motor and Jiali Industry) were established, with Shangshang Desheng joining as a pilot. Thirteen provincial smart factories (digital workshops) were added, achieving full digital transformation coverage for large-scale industries.
Precise focus on enterprise services. Lishui pioneered a “Ten Pro-Enterprise Initiatives” mechanism, completing all 2024 tasks. Innovations included an emergency response system for enterprise rights protection, a municipal leadership pairing mechanism for SMEs, and a hierarchical enterprise appeal coordination system. The “Li Jidui—Policies Find Enterprises” platform achieved full citywide paperless implementation, disbursing 2.369 billion yuan.
New highs in fund and project competition. In 2024, Lishui secured 223 million yuan in central and provincial funds, 522 million yuan in central “Two New” ultra-long-term bonds (equipment renewal), and 35 provincial manufacturing high-quality pairing projects for common prosperity. The city earned 69 national and provincial honors, including 687 titles such as national manufacturing champions, “Little Giant” specialized SMEs, and the “Tiangong Ding” award.
Striving and Leading:
Advancing Leapfrog High-Quality Development of Ecological Industry
At Lishui’s “First Meeting of the New Year”, the municipal Party committee issued a clarion call to “deepen ‘striving and leading’ efficiency efforts for leapfrog high-quality development in building a common prosperity demonstration zone”. The Municipal Bureau of Economy and Information Technology and the Promotion Center will prioritize ecological industry’s leapfrog growth, focusing on confidence-building, stability, reform, and surpassing benchmarks to drive industrial advancement.
Synergy between party leadership and high-quality development. Aligning closely with municipal decisions, the bureau will implement the “Six Dedications” requirements and exemplify “Six Leaderships, Six Rejections”, reinforcing a results-oriented culture.
Synergy between platform expansion and energy-level enhancement. A “100-Billion-Yuan Industrial Platform (Strong Counties)” plan and a three-year “Phoenix Rising” campaign will expand space reserves, with full efforts to establish a national high-tech zone.
Synergy between traditional industry transformation and cultivation of new quality productive forces. New quality productive forces will guide industrial chain layouts under the “5+5” system. Evaluation frameworks and policies for industrial clusters will drive green and digital upgrades.
Synergy between major investment attraction and project efficiency. Adhering to pragmatism and innovation, the focus will be on breakthroughs in manufacturing investment and project delivery.
